NOTICE OF A PUBLIC HEARING ON DESIGNATION OF THE 2026 Woodward Growth and Reinvestment Urban Renewal Area, AND ON PROPOSED URBAN RENEWAL PLAN AND PROJECT
Notice Is Hereby Given: That at 7:00 p.m., on July 13, 2026 at the City Hall, Woodward, Iowa, the City Council of the City of Woodward, Iowa (the "City") will hold a public hearing on the question of designating as the 2026 Woodward Growth and Reinvestment Urban Renewal Area (the "Urban Renewal Area"), pursuant to Chapter 403, Code of Iowa, certain real property legally described as follows:
Commencing 731.2 feet east and 33 feet north of the Southwest corner of the Southwest Quarter (SW 1/4) of the Southeast Quarter (SE 1/4) of Section Six (6), Township Eighty one (81) North, Range Twenty-six (26) West of the 5th P.M., Dallas County, Iowa, such point of beginning being also described as the Southeast corner of Lot Six (6), in A.C. Newell's Addition to the Town of Woodward, Iowa, thence East and parallel to the South line of said Section 350.8 feet, thence North 1297.6 feet to a point which is 654.2 feet East of the East line of Third Avenue, and on the North line of said SW 1/4 of the SE 1/4 of Section 6, Township 81 North Range 26, thence West along said North line 501.1 feet, thence South and parallel to East line of Third Avenue 292.7 feet, thence West 48.1 feet, thence South and parallel to East line of Third Avenue 251.9 feet, thence West 105.0 feet, thence South along the East line of Third Avenue 66.2 feet, thence East 120.0 feet, thence South 74.0 feet, thence East 199.6 feet to Northeast corner of Lot 1 of A.C. Newell's Addition to Woodward, Iowa, thence South along the East line of said Addition 610.8 feet to the place of beginning. EXCEPT Parcel 17-206 in the SW 1/4 of the SE 1/4 of Section 6, Township 81 North, Range 26 West of the 5th P.M., as shown in Book 2017, Page 13268 in the office of the Dallas County Recorder AND EXCEPT Parcel 21-64 in the SW 1/4 of the SE 1/4 of Section 6, Township 81 North, Range 26 West of the 5th P.M., as shown in Book 2021, Page 21018 in the office of the Dallas County Recorder.
The general scope of the proposed urban renewal plan (the "Plan"), as more specifically described therein, includes promoting economic growth in the City by encouraging economic development and constructing necessary public improvements in the Urban Renewal Area. The initial projects to be undertaken under the Plan will consist of (i) providing tax increment financing support to ABG Development Group, LLC (the "Developer") in connection with the construction by the Developer of a new event center; and (ii) using tax increment financing to pay the costs of constructing municipal sanitary sewer and waterworks system improvements.
A copy of the amendment is on file for public inspection in the office of the City Clerk.
At the hearing any interested person may file written objections or comments and may be heard orally with respect to the subject matter of the hearing.
