ADVERTISEMENT  Sealed proposals will be received by Patterson Township of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:30 AM prevailing time on July 6, 2026 for: CONTRACT NO. 26-PK1 STRUBY AVENUE PARKING LOT AND PARK IMPROVEMENTS The scope of work for Contract No. 26-PK1 includes the construction of a new 220 SY bituminous parking lot with ADA compliant parking, 290 LF of 10’ wide bituminous access lane, preparation of an aggregate subbase pad for pavilion structure and all necessary appurtenances and restoration for said construction. There are Add Alternates for electrical and water services, and additional paving. The project is being funded in part by a Local Share Account Grant and a Greenways, Trails and Recreation Program Grant from the Commonwealth Financing Authority. Bidder must agree to comply with all requirements associated with the loan/grant.  All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $175.00 from QuestCDN using project number 10009265. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Patterson Township, to guarantee the bidder’s entrance into the contract if given the award.  The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.  Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.  The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.  Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.   PATTERSON TOWNSHIP Christin Milnes, Township Administrator / Secretary
