2026 CDBG ADA Curb Ramp and
Sidewalk Improvements Project

The Middletown Township, Bucks County will utilize electronic bidding to receive sealed bids for the 2026 CDBG ADA Curb Ramp and Sidewalk Improvements Project. Award will be made to the lowest responsive and responsible bidder whose bid conforms to the invitation for bids and all applicable federal, state, and local requirements. Sealed bids must be submitted online through the PennBid electronic procurement program prior to 7/7/2026 at 10:00 AM EST, at which time they will be opened and read aloud at the offices of Remington & Vernick Engineers at 1010 Stony Hill Road, Suite 175, Yardley, PA 19067.

The bidder is specifically advised that the project is funded in whole or in part with Community Development Block Grant funds and is subject to 24 CFR part 570, 2 CFR part 200, and all other applicable federal, state, and local requirements. Consistent with other Federal programs, CDBG requires various Federal laws, regulations and guidelines the successful bidder and their Subcontractors must comply with including but not limited to: Title VII of the Civil Rights Act of 1964; 29 CFR Parts 1, 3, 5, 6, and 7 Davis-Bacon Act; 40 U.S.C. 327-333 Contract Work Hours and Safety Standards; 24 CFR Part 75 Section 3. The entire project is subject to Federal prevailing wages. Prospective bidders should not submit their bids until 10 days prior to the bid opening date.
Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania.
Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.
Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $25,000 or above for public work or $100,000 or above for locally funded highway and bridge projects.
Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $150.00 and the maximum fee is capped at $6,000.00.
There will be a Non-Mandatory Pre-Bid Meeting held on 6/25/2026 at 1:00 PM EST at the project location, 3 Municipal Way, Langhorne, PA 19047. Bidders are strongly encouraged to attend the Pre-Bid Meeting and inspect the site.
