NOTICE OF PUBLIC HEARING
and
INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION (MND)
A PUBLIC HEARING has been scheduled, pursuant to Riverside County Land Use Ordinance No. 348, before the RIVERSIDE COUNTY PLANNING COMMISSION to consider a proposed project in the vicinity of your property, as described below:
GENERAL PLAN AMENDMENT NO. 240009 (GPA240009), CHANGE OF ZONE NO. 2400009 (CZ2400009), AND PLOT PLAN NO. 240010 (PPT240010) – Intent to Adopt a Mitigated Negative Declaration (MND) – CEQ260023 – Applicant: Alfredo Rangel – Engineer/Representative: Daniel Patneaude (DPR Enterprises, LLC) – Fourth Supervisorial District – Western Coachella Valley Area Plan – General Plan Land Use: Community Development: Light Industrial (CD: LI) and Rural: Rural Residential (R-RR) – Zoning: Manufacturing – Service Commercial (M-SC) and Controlled Development Areas (W-2-5) – Location: east of Rio Del Sol Road, south of Gravel Pit Road, west of Sierra del Sol, and north of 30th Avenue – 30.72 acres – REQUEST: GPA240009 is a proposal to change the General Plan Foundation and Land Use designation of an approximately 10.37-acre portion of the project site, located on APN: 648-110-013, from Rural: Rural Residential (R: RR) to Community Development: Light Industrial (CD: LI). CZ2400009 is a proposal to change the existing zoning classification of a 10.37-acre portion of the Project site, located on APN: 648-110-013, from Controlled Development Areas with a minimum lot size of 5 acres (W-2-5) to Manufacturing – Service Commercial (M-SC). PPT240010 is a proposal for the development of a 24,904 square-foot industrial building and a 3,130 square-foot office building on the 30.72-acre project site for operation by Rangel Steel Erectors, a steel fabrication business serving the construction, manufacturing, and infrastructure industries. The project is anticipated to employ approximately eight (8) employees. Site improvements include, but are not limited to, parking, landscaping, and street improvements. APNs: 648-120-001, 648-110-013, and 648-110-016.

This meeting will be conducted by teleconference and at the place of hearing, as listed above. The Riverside County Planning Department has determined that the above project will not have a significant effect on the environment and has recommended adoption of a mitigated negative declaration. The Planning Commission will consider the proposed project and the proposed mitigated negative declaration at the public hearing. The mitigated negative declaration for the proposed project is available for review online at: https://planning.rctlma.org/environmental-notices-ceqa, or on the Planning Department website at: https://planning.rctlma.org/, listed under Environmental Documents. Public Review Period: The public review period to comment on the environmental document is from Thursday, June 18, 2026, through Tuesday, July 07, 2026. The Initial Study/Mitigated Negative Declaration (IS/MND) represents the independent judgment of Riverside County, acting as the Lead Agency under the California Environmental Quality Act. The documents were circulated for public review in accordance with CEQA Guidelines, Section 15073.
Any person wishing to comment on the proposed project may submit their comments in writing by mail or email, or by phone between the date of this notice and the public hearing; or you may appear and be heard at the time and place noted above. You may participate remotely by registering with the Planning Department. All comments received prior to the public hearing will be submitted to the Planning Commission for consideration, in addition to any oral testimony, before making a decision on the proposed project. All correspondence received before and during the meeting will be distributed to the Planning Commission and retained for the official record.
If this project is challenged in court, the issues may be limited to those raised at the public hearing, described in this notice, or in written correspondence delivered to the Planning Director at, or prior to, the public hearing. Be advised that, as a result of public hearings and comments, the Planning Director may amend, in whole or in part, the proposed project. Accordingly, the designations, development standards, design or improvements, or any properties or lands within the boundaries of the proposed project, may be changed in a way other than specifically proposed.
