NOTICE OF TENTATIVE DETERMINATIONS and PUBLIC HEARINGS FOR THREE (3) GENERAL PERMITS
General Permit for Discharge of Compost Toilet Wastewater to Groundwater by Land Application - The Department proposes to reissue the State permit 18CT as the new 23CT. The 23CT permit applies to discharges of compost toilet wastewater to groundwater via land application in Maryland.

General Permit for Discharges Associated with Discharges from Tanks, Pipes, Other Liquid Containment Structures, Dewatering Activities, and Groundwater Remediation - The Department proposes to reissue the State/NPDES (National Pollution Discharge Elimination System) permit 17HT (NPDES No. MDG67) as the new 25HT. The 25HT permit applies to discharges of wastewater from tanks, pipes, other liquid containment structures, dewatering activities, and groundwater remediation in the state of Maryland.

General Permit for Discharges From the Application of Pesticides - The Department proposes to reissue State/NPDES permit 17PE (MDG87) as 25PE. This permit covers discharges to State waters from the application of biological pesticides, colorants, or chemical pesticides that leave a residue. It applies specifically to the use of pesticides or colorants for mosquito and other flying insect control, weed and algae control, nuisance animal control, or forest canopy pest control.

Environmental Justice - These master general permits provide coverage throughout the state of Maryland. An Environmental Justice score cannot be calculated since they are not associated with any specific location. Thus, they are not subject to MD Environmental Article § 1–602(a)(2).
Written Comments - Written comments may be submitted by mail, email, or fax. Persons who wish to comment on the draft permits may speak at the public hearing or submit written comments to the Department by 5:00 PM on August 13, 2026.

A hybrid hearing has been scheduled for Monday, July 27, 2026, beginning at 4 PM. (A backup hearing has been scheduled for Monday, August 24, 2026, beginning at 4 PM.)
