Richard, P.O. Box 675, Plaquemine, La. 70765 and/are delivered to the office at 23640 Railroad Avenue, Plaquemine, Louisiana.   All bids must conform and address those specifications, including the sample Fiscal Agency Contract on file with the City Clerk. Any bids received after the scheduled closing time will be returned unopened.   The bid must be placed in one envelope, securely sealed and clearly labeled, “Sealed Bid, Depository or Fiscal Agent,” Attn: Roxane M.
