PUBLIC NOTICE Notice is hereby given that the Blooming Grove Township Board of Supervisors will conduct a Public Hearing, and thereafter may vote upon and potentially enact amendments to the Zoning Ordinance. If passed, the Zoning Ordinance shall be amended and supplemented to regulate Data Centers, including but not limited to: (1) Adding definitions for “Data Center,” “Data Center Accessory Use,” and “Sensitive Receptor.”; (2) Establishing where Data Centers are permitted as conditional uses and identifying zoning districts where they are not permitted. Imposing dimensional standards for locating Data Centers and their accessory structured upon a site; (4) requiring measures to prevent negative impacts including air emissions, odors, vibration, and glare; and mandating vibration studies; (5) Establishing safety standards for equipment housing; (6) Requiring an Emergency Response Plan, first responder coordination and training, radio coverage measures, and on-site emergency contact signage; (7) Setting standards for energy system/supply, including interconnection documentation, generator standards, and third-party electrical inspections. (8) Requiring radiological land surveys at specified stages and establishing enforcement related to prescribed radiation limits and compliance with Nuclear Regulatory Commission regulations; (9) Mandating water infrastructure analyses, studies, approvals, and protections for surrounding water supplies, as well as wastewater and discharge approvals; (10) Requiring environmental and community impact studies, including traffic, economic, environmental impact assessments, historic and cultural resource assessments, and mitigation measures; (11) Imposing screening, buffering, fencing, and dark-sky compliant lighting requirements; (12) Providing for cumulative impact analysis and review of expansion or intensification, and allowing voluntary development agreements, and (13) Requiring decommissioning plans, financial security, timelines for removal upon abandonment, and site restoration standards. The proposed Ordinance is available for review at the Township Building during regular business hours, Monday–Friday.
