Notice to Bidders
Notice is hereby given that sealed bids will be received on or before July 16, 2026 at 10:00 A.M., prevailing local time, in the Council Chambers by the Borough Administrator, Municipal Building, 33 N. Central Avenue, Ramsey, NJ for the following:
2025 & 2026 NJDOT LOCAL AID INFRASTRUCTURE
SHADYSIDE ROAD IMPROVEMENTS
The approximate quantities of major work items are as follows:
Hot Mix Asphalt Milling, 2" Or Less 17,450 S.Y.
Hot Mix Asphalt Surface Course 2,025 TONS
Traffic Stripes, 6" Wide 12,600 L.F.
Proposals and specifications may be obtained from the Borough Engineering Office, Municipal Building, 33 North Central Avenue, Ramsey, New Jersey. Bids must be submitted on forms supplied, in a sealed envelope bearing the name and address of the bidder. If bids are mailed or delivered prior to bid opening, the bid shall be addressed exactly as follows:

Attn: Bid Proposal – "2025 & 2026 NJDOT Local Aid Infrastructure – Shadyside Road Improvements"
No proposal will be considered unless accompanied by certified check, cashier's check or bid bond, made payable to the order of the Borough of Ramsey, New Jersey, in an amount not less than ten percent (10%) of the amount of the bid, $20,000.00 maximum, binding the bidder to execute a formal contract in form approved by the Borough within ten (10) days after notification of the acceptance of the bid. Upon failure of the successful bidder to execute the necessary contract, the deposit made shall be held by the Borough and applied on account of the Borough's claim for damages.
A Performance Bond in the full amount of the contract and satisfactory in form, execution and sufficiency or surety will be required of the successful bidder.
Bidders must not submit bids with qualifying conditions or provisions.
The Borough reserves the right to waive any defects or informalities in any bid or to accept the bid which, in its judgment, best serves the interests of the Borough.
Bidders will be furnished with a copy of the specifications and drawings by the Borough Engineering Office upon proper notice and the payment of a non-refundable fee of $50.00, payable to "C.P. Statile, P.A."
The Borough of Ramsey, in accordance with Title VI Civil Rights Act of 1964, 78 Statute 252 U.S.C. and 49 C.F.R., Part 21, issued pursuant to such Act, will afford minority business enterprises full opportunity to submit in response to this invitation and will not discriminate against any bidder on the grounds of race, color, or natural origin in the contract award.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27.
