NOTICE TO BIDDERS
Sealed Bids for the Preble County Guardrail Project PID #119748 may be delivered up to 11:00 A.M. (Ohio Time), July 15th, 2026 at the Office of the Preble County Commissioners, Preble County Courthouse-1st Floor, 101 East Main Street, Eaton, Ohio 45320.
The outside of the sealed envelope shall be marked:
PREBLE COUNTY GUARDRAIL PROJECT BID PID #119748”
If the bid is sent by mail or delivery service, ensure that the outside of the envelope is marked clearly that a sealed bid is enclosed. Also, include in the sealed envelope one original and one copy of the bid.
BIDS will be opened in the Preble County Commissioners’ Office in the Preble County Courthouse at
11:00 A.M. July 15th, 2026.

The Preble County Commissioners reserve the right to accept or reject any or all bids; to waive any irregularities in bidding; and to enter into a contract(s) with the bidder or bidders who in their consideration offered the lowest and best bid.
SPECIFICATIONS/PLANS for the Preble County Guardrail Project are available for $25.00 per set and may be obtained in the Preble County Engineer’s Office, 1000 Preble Drive, Eaton, Ohio 45320.
Each bid must be accompanied by cashier’s check or certified check issued by a responsible bank or trust company and payable to the order of the Preble County Commissioners or by a bid bond acknowledged by the bidder, as principal, and by a surety company qualified to do business in the State of Ohio and satisfactory to the owner, as surety. The cashier’s check or certified check shall be in the sum of ten (10%) percent of the bid as per section 307.88 of the Ohio Revised Code. Once the bid is awarded, the successful bidder agrees to furnish a performance and payment bond for the total amount of the project. If bid is accepted, Contractor will be required to add Preble County Commission to its insurance policy as an additional insured.
The bid security shall be in the sealed envelope containing the bid.
Steel made in the United States of America, Section 153.011 and Section 5525.21 of the O.R.C. shall be required.
ONLY ODOT PRE-QUALIFIED CONTRACTORS ARE ELIGIBLE TO SUBMIT BIDS FOR THIS PROJECT. PRE-QUALIFICATION STATUS MUST BE IN FORCE AT THE TIME OF BID, AT THE TIME OF AWARD, AND THROUGH THE LIFE OF THE CONSTRUCTION CONTRACT.
ANY CONTRACT ENTERED INTO AS A RESULT OF THIS BID SHALL BE SUBJECT TO ALL APPLICABLE STATE AND FEDERAL LAWS AND REGULATIONS.
PROJECT MUST USE PREVAILING FEDERAL WAGE RATES THAT ARE INCLUDED WITH BID PACKET.
AGREEMENT INCLUDED IN BID PACKET IS FOR INFORMATIONAL PURPOSES ONLY. IF BID IS ACCEPTED, CONTRACTOR WILL BE EXPECTED TO SIGN ENCLOSED AGREEMENT.
The Preble County Commissioners’ Office hours are 8:00 a.m. to 4:00 p.m., Monday through Friday. The Engineer’s Office hours are 7:30 a.m. to 4:00 p.m., Monday through Friday.
