Separate sealed bids for the EXTENSION OF RUNWAY 18 OBSTACLE REMOVAL
PHASE 3 AND PRECISION APPROACH NAVAIDS PHASE 4 will be received by the ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT, 1611 ARNOLD DRIVE, ALEXANDRIA, LOUISIANA 71303, in the England Authority Board Room, Building 1803 (England Authority Administration Building), at the ENGLAND INDUSTRIAL AIRPARK AND COMMUNITY, until 10:00 A.M. (Central Time), on Tuesday, July 21, 2026 and then at said office publicly opened and read aloud. The Instructions to Bidders, Bid Form, Agreement Between Owner and Contractor, Forms of Bid Bond, Performance and Payment Bonds, Drawings and Specifications, and other Contract Documents may be examined at the following location:

The scope of work for this Project is as follows:
The Base Bid includes a New Localizer System, Glide Slope System and Runway Visual Range System; Approach Obstacle Removal for Runway 18; and Site Clearing, Grubbing and Grading on the 39.28 acre parcel between Big Bayou and LA Hwy 1.
Additive Alternate No. 1 includes a New MALSF Approach Lighting System.
Additive Alternate No. 2 includes the Upgrade of the proposed MALSF Approach Lighting System to a MALSR Approach Lighting System.
Additive Alternate No. 3 includes Site Grading & Drainage Improvements on the 39.28 acre parcel between Big Bayou and LA Hwy 1.
Copies of the bidding documents shall be obtained at the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents; or from the electronic bid submittal option as noted in the advertisement. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
Pursuant to L.R.S. 38:2212.E.(1), Bidders have the option to submit bids and bid bonds electronically. The OWNER reserves the right to reject any or all Bids for just cause. Such actions will be in accordance with Title 38 of the L.R.S.
In accordance with Louisiana Revised Statutes 38:2212(B)(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived.
A Non-Mandatory Pre-Bid Conference will be held at the England Authority Board Room, Building 1803 (the England Authority Administration Building), 1611 Arnold Drive, England Industrial Airpark and Community, Alexandria, Louisiana at 10:00 A.M., THURSDAY, JULY 9, 2026.
Each bidder must deposit with his Bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218.
Sureties used for obtaining Bonds must appear as acceptable on the Department of Treasury Circular 570 and comply with other specified requirements included involved in the Instruction to Bidders.
The contract is to be financed in whole or in part by federal or other funds which will not be readily available at the time bids are received. In accordance with LA. R.S. 38:2215D, Bidders may not withdraw their bid within ninety (90) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

TITLE 49 United States Code, CHAPTER 501 – Buy American Preferences
The England Economic and Industrial Development District, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
It is the policy of the England Economic and Industrial Development District (EEIDD) that Small Business Enterprises (SBEs) as defined in 49 CFR Part 26.39 shall have the maximum opportunity to participate in the performance of projects advertised by the EEIDD. All bidders shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 5.2% of the dollar value of the prime contract to small business concerns owned and controlled by SBEs. All bidders (proposers) will be required to submit information concerning the SBEs that will participate in this contract. The information will include the name and address for each SBE, a description of the work to be performed by each named firm, the dollar value of the contract (subcontract), written documentation of the bidder (proposers) commitment to utilize the SBE firm and written confirmation from the SBE firm that it is participating in the contract as provided in the commitment made by the bidder (proposer). If the bidder fails to achieve the contract goal as stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive.
DBE Required Contract Provisions:
Contract Assurance (§26.13) - The contractor, subrecipient or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR Part 26, including any amendments thereto, in the award and administration of DOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or such other remedy, as the EEIDD deems appropriate, which may include, but is not limited to: (1) withholding monthly progress payments, (2) assessing sanctions, (3) liquidated damages, and/or (4) disqualifying the contractor from future bidding as non-responsible.
Prompt Payment (§26.29) - The prime contractor agrees to pay each subcontractor under this prime contract for satisfactory performance of its contract no later than 15 days from the receipt of each payment the prime contractor receives from EEIDD. The prime contractor agrees further to return retainage payments to each subcontractor within 15 days after the subcontractor's work is satisfactorily completed. (The England Authority will hold retainage from prime contractors and provide for prompt and regular incremental acceptances of portions of the prime contract and pay retainage to prime contractors based on these acceptances). Any delay or postponement of payment from the above referenced time frame may occur only for good cause following written approval of the EEIDD. This clause applies to both SBE and non-SBE subcontractors.

The successful bidder will be required to submit a Certification of Nonsegregated Facilities prior to award of the contract, and to notify prospective subcontractors of the requirement for such a Certification where the amount of the subcontract exceeds $10,000. Samples of the Certification and Notice to Subcontractors appear in the Specifications.
Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.
For contracts of $50,000 or more, a contractor having 50 or more employees, and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within 120 days of the commencement of the contract.
Preaward Equal Opportunity Compliance Reviews. Where the bid of the apparent low responsible bidder is in the amount of $1 million or more, the bidder and his known all-tier subcontractors which will be awarded subcontracts of $1 million or more will be subject to full on-site, preaward equal opportunity compliance reviews before the award of the contract for the purpose of determining whether the bidder and his subcontractors are able to comply with the provisions of the equal opportunity clause.
Compliance Reports. Within 30 days after award of this contract, the Contractor shall file a compliance report (Standard Form 100) if:
1) The Successful Bidder has not submitted a complete compliance report within 12 months preceding the date of award; and
2) The Successful Bidder is within the definition of "employer" in Paragraphs 2e(3) of the instructions included in Standard Form 100.
The Successful Bidder shall require the subcontractor on all-tier subcontracts, irrespective of dollar amount, to file Standard Form 100 within 30 days after award of the subcontract if the above two conditions apply. Standard Form 100 will be furnished upon request.

The Bidder must supply all information as required in the Instructions to Bidders.
