PUBLIC NOTICE SPARTANBURG COUNTY PUBLIC COMMENT REVIEW PERIOD & PUBLIC HEARING SUBSTANTIAL AMENDMENT TO THE 2024–2028 CONSOLIDATED PLAN AND AMENDMENT TO THE PY 2026 ANNUAL ACTION PLAN NOTICE is given that Spartanburg County will make available a draft Substantial Amendment to its 2024–2028 Consolidated Plan and an Amendment to its Program Year (PY) 2026 Annual Action Plan for a period of 30 days for public review and comment. Notice is also given that a public hearing will be held to review and discuss the proposed amendments. Spartanburg County proposes to amend its 2024–2028 Consolidated Plan and PY 2026 Annual Action Plan to add the Emergency Solutions Grants (ESG) Program as a funding source and to incorporate the County's anticipated PY 2026 ESG allocation in the amount of $146,023. ESG funds are proposed to be used for eligible ESG activities that assist individuals and families experiencing homelessness or at risk of homelessness. The proposed amendments will update the Consolidated Plan and PY 2026 Annual Action Plan to include ESG resources, related homeless and special needs priorities, proposed activities, annual goals, method of distribution/subrecipient process, performance standards, and required ESG program-specific information. In addition, the PY 2026 Annual Action Plan will include a Down Payment and Closing Cost assistance program funded with CDBG Funds to assist approximately 5 families with homeownership. 30-DAY PUBLIC COMMENT PERIOD: A draft of the Substantial Amendment to the 2024–2028 Consolidated Plan and Amendment to the PY 2026 Annual Action Plan will be made available to the public for a period of 30 days from June 30, 2026 – July 29, 2026.
