PUBLIC NOTICE TO CONTRACTORS Request for Proposals – Site Utilities Construction RFP No.: CPUT-2026-002 Issuing Authority: Oklahoma City Housing Authority (OCHA) / Community Enhancement Corporation (CEC) Project: Creston Park Redevelopment – Phase 1 NOTICE TO CONTRACTORS: The Oklahoma City Housing Authority (OCHA) and Community Enhancement Corporation (CEC) are seeking proposals from qualified contractors for site utility infrastructure construction (water main, domestic water service, storm water, fire lines, sanitary sewer, and fire hydrants) for the Creston Park Redevelopment Project, Phase 1, located at N. Martin Luther King Ave. and NE 28th/29th Streets, Oklahoma City, Oklahoma. This project is funded in whole or in part with American Rescue Plan Act (ARPA) funds and is subject to Davis-Bacon prevailing wage requirements. Proposals are due no later than 5:00 PM CST on July 23, 2026.
