REQUEST FOR STATEMENTS OF QUALIFICATIONS for
ARCHITECTURAL AND ENGINEERING SERVICES
PROJECT ANNOUNCEMENT: The Sarasota County Public Hospital District d/b/a Sarasota Memorial Health Care System and its governing board (collectively, “the Hospital”), located in Sarasota County, Florida, is accepting Statements of Qualifications from Architectural/Engineering Consulting Firms under the provisions of the Consultants’ Competitive Negotiation Act, Section 287.055, Florida Statutes.
PROJECT DESCRIPTION: The project involves an interior tenant infill and a small addition to a developer built structure, specifically the first and second floors of a three story medical office building located at 2695 Curry Lane, Nokomis, Florida. The first floor includes approximately 16,115 square feet of tenant infill for a new radiation oncology program featuring PET/CT, CT simulation, exam rooms, infusion spaces, and associated clinical support areas. In addition, the project includes a 2,570 square foot addition designed to house two linear accelerators with the required vault construction. The second floor includes approximately 16,235 square feet dedicated to a gastroenterology outpatient unit, including endoscopy procedure rooms, prep and recovery areas, exam rooms, and sterile scope processing. The architectural and engineering services will include, but are not limited to architectural, mechanical, electrical, plumbing, and fire protection programming, progressing to the design development, construction documents, permit documents, and construction administration through the approved Certificate of Occupancy from the City of Venice and Florida Agency for Health Care Administration. This project shall require State and Local agency submittals, inspections and approvals. Firms interested in being considered as candidates are required to submit five (5) bound statements of qualifications, to be organized in the following order and include, at a minimum, the following information:
1. A copy of the firm’s current applicable Florida professional license(s) (e.g., Certificate of Authorization from the Florida Board of Architecture and Interior Design or the Florida Board of Professional Engineers) and corporate registration certificates.
2. Proof of insurance in the following categories: Commercial General Liability to include $1,000,000, each occurrence; Damage to Rented Premises, $300,000 each occurrence; Medical Expenses to any one person $10,000; Personal Injury
$1,000,000; General Aggregate $2,000,000; Umbrella Liability $5,000,000, each occurrence; Worker Compensation & Employee Liability insurance minimum $1,000,000 each occurrence, $1,000,000 each accident, $1,000,000 disease each employee, $1,000,000 disease policy limit. The Firm’s insurer(s) shall be rated A- (or better) by A.M. Best.
3. A statement as to whether the firm is a certified Minority Business Enterprise (MBE) or Woman or Minority Owned Business Enterprise (WMBE). If your firm claims MBE/WMBE status, a copy of your Firm’s current, valid MBE/WMBE certificate is required as part of the submission package.
4. A list of the proposed design team to include individual resumes with relevant design experience as follows:
a. Planning of projects similar in size and scope as described above;
b. Programming of hospital projects similar in size and scope as described above in an active, occupied hospital campus, preferably in the state of Florida; and
5. A list of at least five client references consisting of name, title, organization, address, telephone number and project name(s) for each reference specified. Reference responses are mandatory. Firms must ensure that all listed references are current, available and willing to reply to the Hospital’s inquiries during the evaluation period. No Hospital employees shall be used as references for purposes of this Request for Statements of Qualifications. Failure to provide five responsive references may result in the submittal being deemed non-responsive.
6. A summary of the firm’s design and permitting experience within the City of Venice, Florida and other applicable permitting agencies.
7. The location of the design firm’s main office, and proposed project team office location (if different from main).
8. An explanation of how the firm will respond expeditiously to urgent project matters, and a summary of the firm’s proposed approach to this particular project.
9. A statement addressing the following:
a. The Firm's financial capacity to perform projects of similar size and complexity as described above;
b. Whether the Firm has had any projects in the past five (5) years terminated for cause, defaulted, or not completed, and if so, a brief description of the circumstances; and
c. Any material claims, litigation, or regulatory actions involving the Firm within the past five (5) years, including a brief description and resolution or current status.
The basis for selection criteria for this project includes, but is not limited to:
1. The firm’s relevant design experience in the past five (5) years as it relates to the above-mentioned project;
2. The firm’s relevant experience with regulatory agencies with applicable jurisdictional authority, including, but not limited to, federal, state, and local agencies;
3. The firm’s depth of design team and the resources available for this assignment. This includes recent, current and projected workloads of the firm;
4. The location of the lead designer’s main/corporate office;
5. The firm’s approach to this particular project;
6. The firm’s ability to respond quickly;
7. Whether or not the lead firm is an MBE/WMBE (valid certificate from the Office of Supplier Diversity required); and
8. The volume of previously awarded projects to the firm by the Hospital.
The Selection Committee may use a scoring rubric or consensus method to evaluate qualifications based on the criteria described above. No price or fee proposals shall be considered during the evaluation phase, in accordance with Section 287.055, Florida Statutes. It is the Hospital’s responsibility to negotiate a fair, competitive and reasonable compensation per Section 287.055, Florida Statutes. A fair, competitive and reasonable compensation shall be evaluated based upon the following information: (1) Compensation on similar projects; (2) other compensation reference data; and (3) after approval of the ranking, proposals requested from the shortlisted firms based upon a scope of services document to be provided at the time of negotiations.
All interested Firms are further informed as follows:
1. The Hospital reserves the right to reject any or all submittals at any time during this process.
2. The Hospital reserves the right to request additional information beyond the data set forth above.
3. The Hospital reserves the right to waive any minor irregularities, informalities, or technical deficiencies in a submittal, provided that such waiver does not materially affect the qualifications of the responding firm.

6. Submittals must be received by the Hospital no later than 3:30PM on Wednesday, August 5, 2026. Submit statements to Beth Moser, Executive Director of Construction, 1515 S. Osprey Avenue, Building A-3, Sarasota, FL 34239. Submittals received after this deadline will not be accepted. Facsimile (FAX) or electronic submittals are not acceptable and will not be considered. Applications that are late or do not comply with the above instructions may be deemed non-responsive and rejected at the sole discretion of the Hospital. Submittals are part of the public record. Application materials will not be returned.
7. Only Beth Moser shall be contacted regarding this Request. Requests for in-person meetings by individual firms will not be granted. No communication shall take place between the applicants and the Hospital’s Selection Committee members or employees of the Hospital. Failure to comply could result in immediate disqualification at the discretion of the Executive Director of Construction.

The Selection Committee will meet in a public meeting located at Sarasota Memorial Hospital’s Kolschowsky Research and Education Building, 1880 Arlington Street, 1st Floor Morganroth Auditorium (Section D), Sarasota, FL 34239 on Thursday, August 20, 2026 at 1:00PM to hear presentations, discuss and announce the top three ranked Firms (unless fewer than three Firms deliver submittals) deemed to be the most highly qualified to perform the required services with whom the Hospital will subsequently engage in contract negotiations. If there are less than three (3) Firms responding, the Selection Committee shall also evaluate current statements of qualifications and performance data on file with Hospital, in determining which Firm is the most highly qualified to perform the required services and announce the top three ranked Firms.
