NOTICE OF REQUEST FOR QUALIFICATIONS/ PROPOSALS FOR THE SAFE STREETS FOR ALL (SS4A) COMPREHENSIVE SAFETY ACTION PLAN, ADA TRANSITION PLAN, AND SAFE ROUTES TO SCHOOL UPDATE CITY PROJECT NO. C06516 The City of Cathedral City (City) is requesting qualifications and proposals from professional consultant companies (companies) to provide professional engineering services to develop the Safe Streets for All (SS4A) Comprehensive Safety Action Plan (CSAP), ADA Transition Plan, and Safe Routes to School (SRTS) Plan, CIP No. C06516. These efforts will be completed over an approximately twenty-four (24) month performance period and will build upon the City’s recently adopted Local Roadway Safety Plan (LRSP) and existing transportation safety initiatives. The CSAP shall serve as the overarching safety framework for the City and shall incorporate and coordinate the findings of the ADA Transition Plan and SRTS Plan into a unified implementation strategy. The project is partially funded through the Federal Highway Administration (FHWA) Safe Streets and Roads for All (SS4A) program and will be subject to all applicable FHWA required federal provisions and certifications. Any addenda will also be posted on the website. All companies intending to submit a proposal for this contract are encouraged to register on the project’s "List of Interested Proposers". This list will be used to distribute any project updates, addenda, changes or responses to written inquiries and will be distributed to all interested companies. EVALUATION OF QUALIFICATIONS AND AWARD OF CONTRACT: This solicitation has been developed in the One-Step RFQ/P format. Accordingly, companies should take note that multiple factors, as identified in the RFQ/P, will be considered by the Evaluation Committee to determine which proposal best meets the requirements set forth in the RFQ/P document. PRICE IS NOT EVALUATED AS PART OF THE EVALUATION CRITERIA. The City reserves the right to negotiate the terms and conditions of any resulting contract. The final contract award, if any, will be made by the City Council of Cathedral City. The selected company will be required to comply with all insurance and license requirements of the City. DEADLINE: All proposals must be received by the City of Cathedral City, located at 68700 Avenida Lalo Guerrero, Cathedral City, CA 92234, no later than Monday, July 27, 2026, at 11:00 AM Local Time. The receiving time in City Hall will be the governing time for acceptability of Proposals. Telegraphic and telephonic Proposals will not be accepted. Reference the RFQ/P document for additional dates and deadlines. Late proposals will not be accepted and shall be returned unopened.
