NOTICE TO RECEIVE SEALED BIDS
RFP 2026-006-Engineering Services for Municipal Well
The City of Apalachicola will receive sealed bids from any qualified person, company or corporation interested in providing the following:
Engineering Services for the Design, Permitting, and CEI for Construction of a New Municipal Well
This RFP is for the construction of a fourth (4th) Municipal Well in the City of Apalachicola to serve the utility customers in the region. The City is requesting sealed proposals from qualified, licensed Engineers to provide professional design, permitting, and construction management services to develop a new municipal water well. The goal is to increase raw water capacity, ensure redundancy, and meet the potable water demands of the municipality.
Funding for this project is through the Supplemental Appropriation for Helene and Milton and administered by Florida’s Department of Environment Protection (FDEP). The selected firm will be expected to perform preliminary engineering and sitting, permitting, final design, construction administration and inspection, and well-testing and certification. The Engineer(s) will handle permitting for the FDEP and the relevant Water Management District.

Bids will be opened and read aloud immediately thereafter. All questions will be sent to Rhett Butler @ rbutler@cityofapalachicola.com or Leslie Glaze @ lglaze@cityofapalachicola.com no later than June 30, 2026. The City of Apalachicola reserves the right to reject all bids.
All engineers and affiliated entities hold active, valid professional licenses with the Florida Board of Professional Engineers and operate in good standing per section 287.133(3) Florida Statutes, on public entity crimes.
This contract is subject to Equal Employment Opportunity and compliance with E.O. 11246, the Copeland Anti-Kickback Act, Clean Air Act & Water Pollution Control Act, verification that the engineer is not debarred/suspended, the Byrd Anti-Lobbying Amendment, and all bidders must make positive efforts to use small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms in accordance with 2 CFR 200.321. This RFP solicitation is following CCNA Section 287.055, F.S. and qualifications are ranked first and pricing is only negotiated with the top firm as pricing cannot be a selection factor.
