Sealed proposals will be received by the Center Township Sanitary Authority of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on July 27, 2026 for:
CONTRACT NO. 26-S4
LOGSTOWN LIFT STATION FORCEMAIN AND GRAVITY SEWER IMPROVEMENTS
The scope of work includes the pre-construction dye testing, jet cleaning, root cutting, CCTV inspection, and locating of existing gravity sewers and service laterals; rehabilitation of approximately 3,000 linear feet of gravity sewer by cured-in-place pipe (CIPP) lining; service lateral reinstatement and repair; manhole adjustments and rehabilitation; rehabilitation of approximately 3,000 linear feet of existing sanitary sewer forcemain by CIPP lining, including pressure testing and CCTV inspection; exploratory investigation; decommissioning and bypass pumping of the lift station during construction; and all necessary appurtenances and restoration for said construction. An add alternate will be considered for manhole adjustments and select roadway restoration along Chapel Road.
All bidders are required to buy the Bid Documents in PDF format for a non refundable deposit of $225.00 from QuestCDN using project number 10250439. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Center Township Sanitary Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Center Township Sanitary Authority to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
This Project is financed in part, by the Commonwealth of Pennsylvania – Commonwealth Financing Authority through a PA Small Water and Sewer Program Grant.
The Center Township Sanitary Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Center Township Sanitary Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Center Township Sanitary Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Center Township Sanitary Authority has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
