2026 Resurfacing Project – Leafy Dell Rd and Pershing Avenue

Sealed bids for the City of Johnstown’s 2026 Resurfacing Project – Leafy Dell Rd and Pershing Avenue will be received at City Hall, City of Johnstown, 599 South Main St, Johnstown Ohio 43031 until 9:00 a.m. on Tuesday July 14, 2026, at which time they will be publicly opened and read aloud in the City Council Chambers.
The work for which these bids are invited consists of providing all labor, equipment, and materials for the milling, resurfacing and other miscellaneous improvements required to complete the 2026 Resurfacing Project – Leafy Dell Rd and Pershing Avenue project. The owner intends and requires that the entire project be completed by October 15, 2026. Materials and workmanship shall conform to the State of Ohio Department of Transportation (ODOT) Construction and Materials Specifications, January 1, 2023, Edition or most recent Edition, unless otherwise noted. Proposals must include all items.
The estimated cost of construction for the work outlined in the plans and specifications is $170,938. Copies of plans and specifications are available for inspection on or after June 30, 2026. Documents may be obtained from the City web site at https://johnstownohio.org under Public Notices. Bid documents will not be printed or mailed. All bidders must be registered plan-holders to bid on this project. It is the bidder's responsibility to check the website for any addendum information.
The Contractor shall be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio. This is a prevailing wage project.
All bids shall be signed and include a guaranty that the successful bidder will enter into a contract with the City. A bidder shall secure a bid bond in the amount of 100 % of the bid. In lieu of a bid bond, the City will also accept a certified check, or a bank cashier’s check, drawn on a solvent bank, payable to the City of Johnstown, Ohio in the amount of 10% of bid, as a guaranty that if the bid is accepted a contract will be entered into with the bidder. The guaranty is subject to conditions provided in the Instructions to Bidders. The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the bid. All bidders shall include a copy of the bidder’s Workers Compensation Certificate and Certificate of Liability Insurance.
The City reserves the right to reject any or all bids, to waive any irregularities in the bids, and to accept any bid which is deemed by the City to be in their best interest. All Bids will remain subject to acceptance for 90 days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid Security prior to the end of this period.
