INVITATION TO BID
Sealed Bids, subject to the conditions contained herein and in the bid documents, will be received by the Deputy Director, Port Panama City, One Seaport Drive, Panama City, Florida, 32401, until August 5th, 2026, at 2:00pm Central Time (local time), and then publicly opened and read at that time for furnishing all labor and materials and performing all work for the following:
PANAMA CITY PORT AUTHORITY EAST TERMINAL RAIL IMPROVEMENT

PROJECT LOCATION:
The project is on the East Terminal site. The project is located between the existing warehouse and asphalt storage area/parking lot.
DESCRIPTION OF WORK:
The intent of this East Terminal Contract is to provide for the removal and replacement of rail serving the East Terminal. The base bid includes but is not limited to significant site work, and new rail construction as summarized below:
1. Demolition of existing pavement, including required saw cutting.
2. Demolition of existing rail
3. Demolition of existing bumping post
4. Grading as required
5. New rail inclusive of turnouts and extension of existing rail
6. Asphalt pavement
7. New grade panels, ties and ballast
8. Installation of subbase
9. Geotechnical testing
10. Miscellaneous concrete work
11. Restoration to damaged areas
A NON-MANDATORY pre-bid site visit and pre-bid meeting will be held on July 23rd, 2026, at 2:00pm Central Time, at the PCPA conference room at One Seaport Drive, Panama City, Florida 32401. Bidders are strongly encouraged to attend the Pre-Bid meeting and project site visit. Prebid meeting will be accessible via virtual phone conference. Copies of the Bid Package are on file at the Issuing Office of Mott MacDonald, located at 1022 West 23rd Street, Suite 680, Panama City, Florida 32405, (850)763-9393. They may be examined at the above address or can be provided by email. Neither Owner nor Engineer will be responsible for full or partial sets of bidding documents, including Addenda, obtained from sources other than the Issuing Office. Requests for Bid Package can be emailed to
cale.madden@mottmac.com,katie.hunter@mottmac.com,and sharris@portpcfl.com. Partial sets will NOT be issued.
Guarantee will be required with each bid as follows: At least 5% of the amount of bid in the form of a certified check or bid bond payable to the Panama City Port Authority, Port Panama City, Florida.
Bids, accompanied by the Public Entity Crime Statement and by a Bid Bond, and Tax Savings Agreement, must be submitted upon the standard forms included in the Contract Documents. Also, please include the unit price for any components identified on the form; these prices will be used in negotiating additions or deletions in the contract amount.
The Port reserves the right to reject any and all bids or parts of bids to waive any and all bid informalities and to award the bid determined to be in the best interest of the Port. In addition to the discretionary powers vested in the Port, and not in lieu thereof, the Port reserves the right to reject a bid based on the absence of adequate budgetary allowances for the Project. The Port reserves the right to negotiate the terms of the Contract, including pricing and changes to the Plans and Specifications, with the lowest and best bidder. Should negotiations with the lowest and best bidder fail to result in a contract, the lowest and best bidder may be deemed disqualified and the Port may enter into negotiations with the next lowest bidder. This process may continue until negotiations with all bidders fail or a contract is achieved. The Port reserves the right to accept the lowest and best bid for a period of up to ninety (90) days.
Bidders wishing to tour the site will have to meet Port security requirements for access to be granted (valid picture ID, current vehicle registration and evidence of insurance).
Envelopes containing bids, inside parcel delivery envelopes, must be sealed, addressed as follows and delivered to the Port Director, PANAMA CITY PORT AUTHORITY – East Terminal Rail Improvement,One Seaport Drive, Panama City, FL 32401 by August 5th, 2026, at 2:00pm Central Time (local time).
