Woodfield Crossing Residential Development

Notice is hereby given that Habitat for Humanity of St. Joseph County (Owner) will receive sealed bids for the Woodfield Crossing Residential Development project (Abonmarche Project No. 25-1699), located on the vicinity of McKinley Avenue and Byrkit Avenue (former Oak Grove Mobile Home Park), City of Mishawaka, St. Joseph County, Indiana. The site is being redeveloped from the former Oak Grove Mobile Home Park into a new single-family residential subdivision of approximately fifty-one (51) lots. (Demolition of the existing structures is being completed under a separate contract.)
DESCRIPTION OF WORK
The work consists of complete public and site infrastructure construction for the new subdivision, including: erosion and sediment control and SWPPP implementation; site clearing and grubbing (including topsoil stripping and abandonment in place of existing subsurface utilities remaining after demolition); common excavation and grading; approximately 2,210 LF of 8" PVC sanitary sewer main with manholes and fifty-one (51) sanitary services; storm sewer (12" to 24"), inlets, and drywells (approximately sixty-one (61) storm drainage structures total); compacted aggregate base; HMA roadway paving and fine grading over compacted aggregate base; combination concrete curb and gutter; decorative and standard concrete pavement; concrete sidewalks and ADA curb ramps; site lighting, signage, and pavement markings; landscaping and surface restoration; and all required testing, construction staking, and as-built record drawings. Water main, water services, hydrants, and valves are furnished and installed by the City of Mishawaka under separate arrangement and are NOT part of this contract. All work shall conform to the City of Mishawaka Engineering and Utility Standards, INDOT Standards, AWWA Standards, the IDEM Construction Stormwater General Permit, and the approved Construction Plans.
The Work is organized into two Divisions, each structured as a complete, self-contained scope: Division 1 – Earthwork and Utilities and Division 2 – Hardscape and Roadways. The bid is awardable per Division. The Owner reserves the right to award each Division as a separate contract to a different Contractor or both Divisions to a single Contractor. Bidders may submit a bid for both Divisions or for only one Division.
BID SUBMITTAL
Sealed bids will be received until 12:00 p.m. (local time) on Thursday, July 23, 2026, at the offices of Abonmarche Consultants, Inc., 315 W. Jefferson Boulevard, South Bend, Indiana 46601, Attention: Robert Nichols, Construction Services Director. Bid proposals shall be addressed to Habitat for Humanity of St. Joseph County, 524 E. McKinley Avenue, Mishawaka, Indiana 46545. Bids received after that time will be accepted at the sole discretion of the Owner. Each bid shall be submitted on the Bid Proposal Form (Exhibit A) and accompanied by a completed and notarized Indiana State Board of Accounts Form No. 96 (Contractor's Bid for Public Work).

INSURANCE AND BONDS
The selected Contractor shall furnish a Certificate of Insurance meeting the requirements set forth in the Invitation for Bids, naming the Owner and Abonmarche Consultants, Inc. as additional insureds. The selected Contractor shall also furnish a Performance Bond and a Labor and Material Payment Bond, each in the amount of one hundred percent (100%) of the contract price, issued by a surety licensed to do business in the State of Indiana.
OTHER CONDITIONS
Each bid shall remain valid for a period of ninety (90) days from the bid due date. The Owner reserves the right to reject any or all bids, to waive informalities and irregularities, and to award the contract in a manner most responsive to the Owner's interest. The desired construction start date is August 1, 2026, with substantial completion by December 31, 2026.
