PUBLIC NOTICE The Monroe County Commissioners announce the availability of the Request for Funding Proposal (RFP) applications for the 2026 Emergency Solutions Grant (ESG). RFP's will be accepted by the Monroe County Commissioners in two stages: the Organization Program Budget and Budget Narrative are due on or before Friday, July 10, 2026, and the Program Design on or before Friday, July 17, 2026. Proposals must be returned in the format described in the Request for Funding Proposal (RFP) packet to the Monroe County Fiscal Affairs Office by the dates listed above. Applications will only be accepted if an organization submits a Program Budget by the deadline with no exceptions. The purpose of this federal grant funding is to provide services that will assist with: Rapid Re-housing, Street Outreach, Homelessness Prevention, and Emergency Shelter. Applicants must use HMIS to track clients and activities throughout the life of the grant. In addition, applicants must have evidence of participation in the Pocono Regional Homeless Advisory Board/Continuum of Care.
