REQUEST FOR PROPOSALS
The Arlington Housing Authority (“AHA”) has determined that in order to select the most advantageous proposal for Professional Services to perform Leased Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE) compliant inspection services, comparative judgments of technical factors, in addition to price, will be necessary. It is essential that the AHA retain the services of a professional contractor with the appropriate experience to provide Professional Services to perform HQS & NSPIRE HUD required and certified inspections with the requirements described herein. The complexities involved with these inspections makes the proposal process a clear choice.
The AHA’s evaluation committee shall review, evaluate, and rate each technical proposal based on the comparative evaluation criteria in this RFP. The Price Proposals will be opened and reviewed separately. The AHA will award a contract to the proposer determined to be most advantageous in accordance with this RFP, after a comparison of both the technical and price proposals.

The Arlington Housing Authority requests competitive sealed proposals from qualified Proposers to conduct property inspections in accordance with the Department of Housing and Urban Development’s (HUD’s) Housing Quality Standards (HQS) 24 CFR 982.401; HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE); all applicable HUD guidance and successor standards; and the Massachusetts State Sanitary Code (105 CMR 410).
The term of this contract shall be for a one (1) year period with the option, at the AHA’s sole discretion, to renew for two (2) additional one (1) year terms with no changes to the contract pricing and terms and conditions.
RFP packages may be obtained by emailing Jack Nagle, Executive Director at jnagle@arlingtonhousing.org or calling (781) 646-3400 x160. No drop-ins or faxes. Questions related to this RFP should be submitted in writing prior to the deadline set for July 21, 2026, at 11:00am.
One original and three (3) copies for each of Technical and Price Proposals must be sealed (in separate envelopes) and received at AHA office no later than: 11:00 a.m., Thursday, August 6, 2026. All proposals should be mailed or delivered to: Arlington Housing Authority, Attn: Jack Nagle, 4 Winslow Street, Arlington, MA 02474
If, at the time of the scheduled request for proposal opening, AHA is closed due to uncontrolled events such as fire, snow, ice, wind or building evacuation, the request for proposal opening will be postponed until 10:00 am on the next normal business day. Request for proposals will be accepted until that date and time.
Proposals should be prepared in accordance with the instructions within the RFP. Proposals will be evaluated by the Arlington Housing Authority as provided in the RFP.
The AHA reserves the right to reject any and all proposals, whole or in part, to waive informalities or irregularities in the proposals and make awards deemed in the best interest of the AHA and the public. Award of a contract is subject to review and approval of the AHA Board of Commissioners.
