These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Oklahoma City.
REQUEST FOR RELEASE OF FUNDS
On or about July 17, 2026, the City of Oklahoma City will submit a Request for Release of Funds (RROF) and Certification on behalf of the Oklahoma City Housing Authority to the U.S. Department of Housing and Urban Development (HUD) for the Creston Park Redevelopment Project. The project consists of the demolition of existing public housing units and the redevelopment of the site with up to approximately 260 residential units to be constructed in multiple phases. The estimated total development cost is approximately $91 million. The project is anticipated to be financed through a combination of federal, state, local, and private funding sources, including approximately $2 million in City of Oklahoma City American Rescue Plan Act (ARPA) funds, City GOLT funds, Capital Magnet Fund financing, MAPS 4 funds, HOME Investment Partnerships Program funds, Low-Income Housing Tax Credits, tax-exempt bond financing, and private financing. The redevelopment will include HUD Project-Based Voucher assistance and a RAD/Section 18 blended conversion, with additional HUD funding sources incorporated as they become available.
FINDING OF NO SIGNIFICANT IMPACT
The City of Oklahoma City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Oklahoma City Planning Department, 420 W Main St., Suite 900, Oklahoma City, OK 73102, where it may be reviewed weekdays between 8 A.M. and 5 P.M.
PUBLIC COMMENTS
Written comments on the ERR may be submitted to the City of Oklahoma City Planning Department, 420 W Main St., Suite 900, Oklahoma City, OK 73102. All comments received by July 16, 2026 will be considered by the City prior to the request for release of funds. Comments should specify which Notice they address.
ENVIRONMENTAL CERTIFICATION
The City of Oklahoma City certifies to the HUD Oklahoma City Field Office that David Holt, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities related to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related authorities and allows the City to use program funds.
OBJECTIONS TO RELEASE OF FUNDS
The HUD Oklahoma City Field Office will accept objections to its release of funds and the City’s certification for a period of fifteen days following the anticipated submission date or actual receipt of the request, whichever is later, but only for the following reasons:
(a) the certification was not executed by the City’s Certifying Officer; (b) the City has omitted a required step or failed to make a required finding under 24 CFR Part 58; (c) the grant recipient or other participants committed funds or undertook activities not authorized by 24 CFR Part 58 before HUD approval; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be submitted in accordance with 24 CFR 58.76 and addressed to HUD Community Planning and Development, Suite 200, 301 NW 6th Street, Oklahoma City, OK 73102. Potential objectors should contact HUD to verify the last day of the objection period.
