PUBLIC NOTICE OF CONDITIONAL USE HEARING
ON REQUEST TO CONSTRUCT BUILDING IN FLOODPLAIN
Notice is hereby given that the Township of Smithfield, Monroe County, Pennsylvania, will hold a regular business meeting on Wednesday, July 22, 2026 at 6:00 p.m. at the Township Municipal Center, 1155 Red Fox Road, East Stroudsburg, PA 18301. As a meeting agenda item, a public hearing will be held at which time the Township Supervisors will inform, discuss, accept public comment and take testimony on an application for a conditional use filed by Smurfit Westrock. The application consists of constructing an addition to the existing structure which is located within Zone A of the FEMA 100-year floodplain. Under the Township Floodplain Ordinance, any construction or development within the floodplain requires a conditional use approval by the Township Board of Supervisors-see Township Code of Ordinances, Chapter 8, Section 104.2. This conditional use will be part of an overall plan to construct a new construct a 28-foot by 42-foot addition to an existing building at its paper mill. The addition would house electrical switchgear designed to upgrade the facility’s electrical service and replace approximately 30-year-old equipment to improve safety and reliability. The location of the project is on property located at 242 Papermill Road, Smithfield Township, Monroe County, PA with Tax Parcel ID 16.8.2.38. The project is located in the M-1 (Industrial) Zoning District. A full copy of the application and related documents may be examined without charge at the Township Municipal Center during regular business hours (Monday through Friday, 8 a.m. to 4:30 p.m.); or, a copy of the request may be obtained upon payment of the Township’s costs for copying and collating same. Immediately following this public hearing and on the same day, time and place, the Board of Supervisors will then continue with the public meeting to inter alia consider, vote and/or take official action on the conditional use application or any of the matters discussed at the public hearing; otherwise, another public hearing and/or public meeting will be scheduled upon due and proper notice prior to taking such action. Any and all interested persons and parties are invited to attend either or both the public hearing and the public meeting and offer any public comment thereon prior to the Board of Supervisors taking official action.
