CONTRACT NO. 24-R01 (REBID)
12TH AVENUE BRIDGE REPLACEMENT
The scope of work for Contract No. 24-R01 12th Avenue Bridge Replacement includes the installation of a 15’-9” W x 8’ H Aluminum Box Culvert with a solid bottom, aluminum wing-walls, including excavation of the new box culvert, channel lining, new guiderail system, bituminous roadway pavement; implementation of erosion and sedimentation controls and compliance with the PaDEP permit; select backfill materials, traffic control, disposal of debris and unsuitable excavated material, final pavement restoration, site restoration and all necessary appurtenances and restoration for said construction. The project will include relocating the intersection of 12th Avenue and Steffon Hill Road (S.R. 588) intersection 48.65’ west of the existing intersection and will tie into the existing 12th Avenue alignment approximately 217’ south of the S.R. 588. The existing bridge is proposed to remain.

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township to guarantee the bidder’s entrance into the contract if given the award.
The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
The Township received a Multimodal Transportation Fund Grant award from the Pennsylvania Department of Transportation for partially funding this project. Bidder must agree to comply with all requirements associated with the Grant. The contractor, including all subcontractors, must be prequalified by PennDOT pursuant to 67 Pa. Code Chapter 457, Prequalification of Bidders.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; PA Code Title 16, Chapter 49, Section 101 (Nondiscrimination Clause); and the Nondiscrimination/Sexual Harassment Clause included in the contract documents.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
