LEGAL NOTICE / INVITATION TO BID WESTERN AVENUE TRANSFORMATION - South Bend, Indiana   Ziolkowski Construction, Inc. (ZCI), acting as Construction Manager as Constructor (CMc), is soliciting competitive bids from qualified subcontractors and suppliers for the Western Avenue Transformation Project in South Bend, Indiana. The project consists of the construction of seven (7) multi-story mixed-use buildings featuring residential apartments, ground-floor retail space, site improvements, utility infrastructure, and related building systems.   The Project will be financed in part through Low-Income Housing Tax Credits (LIHTC), investment equity, and City of South Bend funds, all bids shall comply with applicable federal, state, and local regulatory guidelines.   BID DUE DATE Bids Due to ZCI by End of Day: July 23, 2026 PROJECT SCHEDULE Construction is anticipated to begin December 1, 2026, with substantial completion scheduled for July 2028.
