TOWN OF APPLE VALLEY
ACQUISITION, REHABILITATION, RESALE PROJECT

(BIDDERS TO REVIEW FULL CONTRACT DOCUMENTS THROUGH BIDNET)
NOTICE IS HEREBY GIVEN that the Town of Apple Valley (“Town”) will receive sealed bids for the Home Investment Partnerships Program (HOME) Acquisition, Rehabilitation, Resale Project (“Project”) at the office of the Town Clerk located at 14955 Dale Evans Parkway, Apple Valey, CA 92307 no later than, Thursday, August 13, at 10:00 AM.
PROPERTY LOCATION: 15154 Tonikan Road, Apple Valley, CA 92307
COST ESTIMATE: $240,000.00
DURATION: 90 calendar days
DESCRIPTION OF WORK: The Project generally consists of providing the necessary labor, equipment and materials to rehabilitate the designated single-family residence. The project consists of but is not limited to (qualifying bidders to review the work description in its entirety): exterior pool demolition and backfill; re-roof; re-stucco; window replacement; exterior and interior demolition (compliant with environmental report); installation of new HVAC, insulation, drywall, flooring, electrical, plumbing throughout the entire home; and kitchen and bathroom replacement.
MANDATORY PRE-BID JOB WALK:A mandatory Pre-Bid Conference will be held at 15154 Tonikan Road, Apple Valley, CA 92307 on July 24, 2026, at 9:00 AM. Bids WILL NOT be accepted from any Bidder who does not attend the Pre-Bid Conference.
CONTRACTOR’S REQUIREMENTS: Bidders must possess a valid California Class A General Engineering and/or Class B General Building Contractor’s License issued by the State of California Contractors State License Board. Contractors and their subcontractors must be registered with the Department of Industrial Relations (DIR). Bidders are required to comply with all CARB and Regulation requirements, including, without limitation, all applicable sections of the Regulation, as codified in Title 13 of the California Code of Regulations section 2449 et seq. throughout the term of the Project.
STATE/FEDERAL REQUIREMENTS: This project is subject to State Prevailing Wage requirements under Labor Code Section 1770 et seq. The State Wage Decision is on file at the Town Clerk’s office and is also available online at http://www.dir.ca.gov/dlsr/. This project is subject to federal cross cutting requirements including but not limited to Minority Business Enterprise (MBE) and Women-owned Business Enterprise (WBE) under 2 CFR 200 and 24 CFR 92; Section 3 under 24 CFR 75; Conflict of Interest under 2 CFR 200.318; and Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58.
AVAILABILITY OF CONTRACT DOCUMENTS: Bidders may obtain a copy of the Contract Documents at no cost in digital format through Bidnet which can be accessed through the Town’s website at
https://www.applevalley.org. Bidders must still register as a plan holder through the Town’s portal. In addition, a hard copy of the bid documents will be available for review at the Town Clerk’s office.
BID SECURITY & BONDS: Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the Town in an amount not less than ten percent (10%) of the submitted Total Bid Price. Any bid not accompanied by such a guarantee will not be considered. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each equal to 100% of the contract price.
