BOROUGH OF RICHLAND LEBANON COUNTY, PENNSYLVANIA NOTICE TO BIDDERS COLLECTION, TRANSPORTATION, PROCESSING, MARKETING AND DISPOSAL OF MUNICIPAL SOLID WASTE AND RECYCLABLE MATERIALS The Richland Borough Council will receive sealed bids at the Borough Municipal Building at 5 Pine Street, Richland, Lebanon County, Pennsylvania 17087 until 4:00 P.M., prevailing time, on Tuesday August 25, 2026, for Collection, Transportation, Processing, Marketing and Disposal of Municipal Solid Waste and Recyclable Materials. The bids will be opened at the regularly scheduled Borough Council workshop meeting on August 25, 2026 at 6:30 P.M. at the Borough Municipal Building and the results will be reported and the contract may be awarded to the lowest responsible bidder at the regularly scheduled general business meeting of Borough Council on September 8, 2026 at 7:00 p.m. at the Borough Municipal Building. Qualified bidders shall have a business office located within a fifty-mile radius of the Richland Borough Municipal Building. Specifications and Bid Forms for the above work can be obtained at the Borough Office Monday, Wednesday, Thursday from 9:00 A.M. to 4:30 P.M., Tuesday from 10:30 A.M. to 6:30 P.M., and Friday from 9:00 A.M. to 2:00 P.M. A mandatory pre-bid conference shall be held in the Borough Municipal Building at 5 Pine Street, Richland, Pennsylvania 17087, on Monday July 27, 2026, at 9:00 A.M. Bid surety in the amount of ten percent (10%) of the total bid shall accompany each bid. A certified check or bid bond will be accepted. The Richland Borough Council reserves the right to accept or reject any and all bids, and to accept or reject any part of a bid that may not be in the best interest of the public, and to waive any informalities.
