The City of Carencro is asking to develop a COMPRESHENSIVE MASTERPLAN to improve Parks and Recreation.
The City of Carencro seeks to hire a Parks and Recreation Consultant to assist it in carrying out the goals of its Comprehensive Plan related to Parks and Recreation. The relevant section of the Comprehensive Plan is part of the RFP Documents “PARKS AND RECREATION” In the subtitle of DEVELOP A FORMAL PARKS AND RECREATION MASTER PLAN
Overall
The City of Carencro aims to create an inclusive and diverse parks and recreation system that enhances the quality of life for all residents and visitors. The vision encompasses the enhancement of existing parks features, especially at Carencro Park, development of new and improved facilities, including an additional multi-use sports complex, indoor recreational spaces and updated park amenities such as splash pads and outdoor fitness equipment and programs that cater to all ages. The vision also includes fostering community engagement through improved communication channels, transparent financial management, and the organization of diverse community events and programs.
Services to be Provided
A qualified proposer will review the PARKS AND RECREATION Goals of the Comprehensive Plan and will submit a proposal to hire the proposer as a consultant to assist and to advise the City in completing the following sub-goals (summarized only):
1. Conduct a vulnerability assessment of the City of Carencro Park & Recreation System
2. The expansion of Recreational Programs and Services
3. Cost and plans to upgrade and expand the Parks System
4. Review and make recommendations on improving financial reporting

Proposal Submission
For this electronic-only RFP, the city has engaged the administrative services of the LaMATS Administered Cooperative Purchasing Joint Commission (“LACPC”) of which Carencro is a commissioner. Proposals will be submitted online only at https://lamats.easibuy.com, the LACPC bid portal, and are due by 2:00 pm on July 15, 2026.
RFP Documents
All applicable RFP Documents are provided in PDF format and are accessible online only at https://lamats.easibuy.com. All proposers must register on the website to access and to download the documents. All registered proposers will be notified through their registered email of changes or addendums to the RFP.
Independent Contractor Status
The chosen proposer will sign a contract which designates the proposer as an independent contractor only. Proposers will be required to submit their standard consulting services contract for review as part of their proposal.
Evaluation and Evaluation Criteria

Discussions, Negotiations & Presentations
The City reserves the right to ask qualifying proposers to make oral presentations and to conduct further discussions and negotiations as deemed necessary. The City reserves the right to cancel this RFP or to decide not to issue a contract until a contract is signed.
Proposal and Contract Security / Administrative Fee
The selected contractor may be required to post security in the form of a cashier’s check or a security bond in the amount of 10% of the expected value of the contract upon its signing to ensure the timely commencement of the contracted services and the meeting of the initial milestones as agreed to by the parties. Payment under a contract may be subject to retention of a percentage of funds until such time as underlying work has been documented as complete. The selected contractor will be responsible for paying a $300 administrative fee for the electronic RFQ services provided through the LACPC Joint Municipal Commission to: LaMATS, LACPC Administrator, 6767 Perkins Rd., Baton Rouge, LA 70808.
Conflicts of Interest
Respondents submitting a response to this RFQ should be advised that contractors of the City, in certain circumstances, shall be deemed public employees as defined by the Louisiana Ethics Commission rules. Full disclosure to the City is required of any potential conflicts of interest due to relationships, either familial or business, with any official, elected or otherwise, staff member or regularly hired consultant, or employee of the City. Conflicts of interest which disqualify a contractor from performing a contract which should have been revealed will result in the loss of posted security.
