Sealed proposals will be received by the PATTERSON TOWNSHIP MUNICIPAL AUTHORITY of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:30 AM prevailing time on August 4, 2026 for:
CONTRACT NO. 26-S1
2026 SEWER IMPROVEMENTS
The scope of work includes the complete manhole to manhole lining of approximately 1,400 linear feet of existing sanitary sewer by CIPP methods; pre-rehabilitation and post-rehabilitation cleaning and CCTV of 1,400 linear feet of sanitary sewer; removal of protruding laterals; 15 linear feet of in-trench replacement and/or spot repair of 8” sanitary sewer line; sanitary sewer lateral reinstatement / reconnection; bypass pumping; connection to existing sanitary sewer system; and all necessary appurtenances and restoration for said construction. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all General Construction in accordance with the Contract Documents.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $125.00 from QuestCDN using project number 10266413. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Patterson Township Municipal Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Patterson Township Municipal Authority to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The Patterson Township Municipal Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Patterson Township Municipal Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Patterson Township Municipal Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Patterson Township Municipal Authority has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
