CITYWIDE CURBSIDE TRASH AND RECYCLING SERVICE
The purpose of requesting bids for the Citywide Curbside Trash and Recycling Service effective years 2027-2031 in the city of Aurora is to implement a plan in which one hauler will provide solid waste and recycling collection services to all households, thereby reducing collection expenses for all participants and providing weekly curbside collection, disposal, and recycling of solid waste to all residents within city limits.
The City of Aurora will only receive Bids through the Bid Express website at https://www.bidexpress.com. All bid forms, contract documents, and plans are available through the Bid Express website. A fee of $50 will be incurred to bid electronically on a pay-per-solicitation basis; alternatively, vendors may subscribe for $60 per month to have access to all solicitations and email notifications.
Each bid must be accompanied by a certified or cashier’s check, an irrevocable letter of credit in the amount of ten percent (10%) of the amount bid, or digital or paper bid bond in the amount of one hundred percent (100%) of the amount bid, signed by a Surety Company authorized to transact business in the State of Ohio. Such check or bid bond shall be made payable to the City of Aurora, Ohio and will be held as a guarantee that in the event the bid is accepted, and a contract awarded to the bidder, the Contract will be duly executed and its performance properly secured. If not providing a digital bid bond, wet-ink original bid bonds, checks, or letters of credit must be delivered to the Office of the Director of Public Service, Aurora Service Department, 158 W. Pioneer Trail, Aurora, Ohio, by the bid opening date and time.
If any person contemplating submitting a BID for the proposed PROGRAM/PROJECT is in doubt as to the meaning of any part of the CONTRACT DOCUMENTS, they may submit through Bid Express a written request for interpretation thereof.

In the case of disruption of national communications or loss of services by Bid Express within two hours prior to the deadline for submission of bids, the city will delay the deadline for bid submissions to ensure the ability of potential bidders to submit bids. If this occurs, instructions will be communicated to potential bidders.
The City reserves the right to reject any and all bids, waive any informalities or irregularities in the bids received, and accept any bid which it deems most favorable to the City. By Order of the Council of the City of Aurora, Portage County, Ohio.
