
PUBLIC HEARING NOTICE
ON THE FY2027 MOVING TO WORK ANNUAL PLAN
Notice is given that the Delaware State Housing Authority (DSHA) will conduct two Public Hearings concerning the submission of their Moving to Work Annual Plan for FY 2027 to the U.S. Department of Housing and Urban Development (HUD). This Plan outlines the activities of the Moving To Work Program as well as the sources and uses of funding that DSHA will implement during the twenty-sixth year of the Moving to Work Demonstration.
DSHA is proposing two new initiatives in the FY27 Annual Plan. DSHA new activities include moving from the traditional family self-sufficiency savings escrow model to a new improved pay points saving model. DSHA is also changing the time limits of the program which will eliminate the Tiered System.
DSHA will hold two public hearings via phone/teleconferencing. Please see the information below if you would like to participate in one of the following hearings for the FY2027 Moving to Work (MTW) Annual Plan.

A copy of the draft will be available for inspection and review at DSHS's offices during normal business hours, Monday through Friday, at 26 The Green, Dover and each Public Housing development beginning July 2, 2026. The plan will also be available on the DSHA website, www.destatehousing.com beginning July 11, 2026. After the end of the comment period on March 28th, the plan will be finalized and submitted to HUD for final Approval.
