Our Fire Station facilities are beacons of public safety. Glendale Fire Station 154 has served in this way for over 40 years near the corner of West Peoria Avenue and North 44th Drive. The area served by this station is the busiest in the city. The station is now at a crossroads as the City seeks to modernize its fleet of stations in our capital improvement plan along with optimizing service coverage. Located in the Cactus District, close to edge of Glendale and Phoenix borders, the station currently occupies a one-acre site with limited ability to expand. To better balance our service range with surrounding fire stations, meet the programmatic goals of a modern facility, and to continue to be embedded in our community, station FS154 will be re-located to Glendale’s Mission Park.
The City is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CM@Risk) for the relocation of Fire Station No. 154. All qualified firms interested in providing the required services are invited to submit their Statement of Qualifications (SOQ) in response to this Request for Qualifications (RFQ). Firms must demonstrate their experience with fire station facilities and SOQs must comply with all requirements specified in this RFQ.
PROJECT DESCRIPTION
The new Fire Station 154 is part of a new generation of Glendale Fire Department facilities. Building upon the recently completed FS153, the proposed station will be embedded within Mission Park at 4600 W. Sunnyslope Lane. Established in 1971, Mission Park encompasses approximately five acres and serves the surrounding residential neighborhoods with a combination of passive and active recreational amenities. To accommodate the optimal layout for the new fire station, certain park amenities may be modified or relocated while preserving the park's overall recreational value and community function. As part of the project scope, the Design Professional (DP) shall provide park master planning services to ensure the fire station and park are cohesively integrated into a unified site design.
A primary project objective is to create a seamless relationship between the fire station and Mission Park. The final site plan and fire station parcel configuration will require close coordination with the Engineering Department and other City stakeholders to optimize site functionality while maintaining flexibility for the long-term development and enhancement of the park. The design shall also incorporate strategies to minimize potential impacts on adjacent residential properties, including considerations for apparatus and operational noise, site lighting, traffic circulation, and emergency response activities through thoughtful site planning, landscape buffering, and architectural design.
The overall project budget is approximately $14,000,000 including the cost for design, construction, FF&E, information technologies, and security/access controls systems. The size of the new facility is anticipated to be approximately 12,000 gross square feet on one level; however, final size and configuration will be determined after program verification by the selected team.
The City is selecting the Architectural and Engineering Design Professionals (DP) team nearly concurrently with this CM@Risk selection. It is the City’s desire to have the relocated FS 154 completed at or before the Spring of 2029.
SCOPE OF WORK
The selected construction manager at risk (CM@Risk) will work closely with various City of Glendale departments, including, but not limited to, Engineering, Fire, Field Operations, and Development Services, the selected DP, and others as needed during the project. The CM@Risk may be required to attend and make presentations to the City Council or other public meetings, and participate in other related public involvement activities, if requested.
The CM@Risk will provide pre-construction services in an agency support role during the design phase of the project and may serve as the general contractor during construction of the project, if it is determined to be in the City’s best interest. At some point prior to construction, if serving as the general contractor, the CM@Risk will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract.
PRE-SUBMITTAL CONFERENCE
Interested parties are invited and encouraged to attend a pre-submittal conference that will be held on Tuesday, August 4, 2026, at 10:00 am, at the Glendale City Hall located at 5850 W. Glendale Ave., Glendale, AZ 85301. Upon arrival prior to the start time, participants should check in at the security station, where they will be directed to the conference location. During the conference, City staff will discuss the scope of work, submittal requirements, general timeline, and respond to questions from attendees. Attendance is limited to a maximum of two attendees per firm. Please note that the pre-submittal conference is not being held at the project site. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference, it is recommended that interested firms have a representative attend.

Any proposal received after this time will not be considered.
