Scope of Work
The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below.
The scope of work for this project consists of safety improvements at three intersections implemented within each existing intersection's footprint. The project includes modernization of the traffic signal system by installing new signals, incorporating flashing yellow arrows for left-turn movements, and upgrading pedestrian signal equipment. Additional improvements include upgrading of ADA-compliant curb ramps, and targeted crosswalk illumination to improve pedestrian visibility. These enhancements are intended to increase overall intersection safety by improving signal visibility, reducing conflict points, and providing safer, more accessible pedestrian crossings.
The project sites are located at the following intersections: Jesse Owens Parkway and Baseline Road, 7th Street and McDowell Road, and Cave Creek Road and Greenway Parkway.
This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract.
This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation.
No Disadvantaged Business Enterprise goal has been established for this project.
Small Business utilization is highly encouraged.
The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§ 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Pre-Bid Meeting
A pre-bid meeting will be held at 8:30 am on Tuesday, July 28, 2026, at 1034 E. Madison St., Gecko Conference Room, Phoenix, AZ, 85034 AND via Teams. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-bid meeting, it is strongly recommended that interested firms send a representative to the pre-bid meeting.

General Information
The City reserves the right to award the contract to the lowest responsible responsive bidder or all bids will be rejected, as soon as practicable after the date of opening bids.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
