Scope of Work
The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Rental Car Center Vertical Transportation Modernization Construction Manager at Risk (CMAR) project. This project will address the modernization o equipment including 12 elevators and 18 escalators. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. This project site is located at 1805 E. Sky Harbor Circle South, Phoenix, AZ. The estimated total cost for construction for this project is $50 million. Small Business utilization is highly encouraged.
Pre-Submittal Meeting
A pre-submittal meeting will be held at 10:00 am on Friday, July 24, 2026, at Aviation Design and Construction Services (AVN DCS) Building, Diamondbacks Conference Room, 500 S. 24th Street, Phoenix, Arizona 85034, AND via Teams. AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpage above.
Firms must be registered in Procurement https://procurement.opengov.
com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Debra Russell at (602) 256-3444 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
