Minutes of the Roland City Council Special Session Wednesday, Meeting July 8, 2026 The Roland City Council met in regular session on Wednesday, July 8, 2026. The meeting was held at 6:00 pm at Roland City Hall with Mayor Kurtis Bower presiding. Council Members Present: Jonathan Kepley, Aaron Burres, and Doug Sargent. Council Members Absent: Riley Larson and Curtis Kentner. Staff Present: City Clerk Mellisa Mattingly, City Manager Dalton Johnston. There were 3 people from the public. A motion was made by Burres and seconded by Sargent to approve the consent agenda for this meeting including Agenda for July 8, 2026. All in Favor. Motion Carried. Tom Madden with Short Elliott Hendrickson Inc. talked with Mayor and Council about the soil conditions at the work site for new sewer pipe for the new development. Tom Madden talked with Mayor and Council about the pipe situation along Cottonwood St. A motion was made by Sargent and seconded by Burres to open cut replace the pipe along Cottonwood and added the city would not be paying for all of this. All in Favor. Motion Carried. A motion was made by Burres and seconded by Kepley to approve 4 days to engineer provided construction services. All in Favor. Motion Carried. A motion was made by Sargent and seconded by Kepley to approve replacement of the pump at the lift station and for CIT to come in and do smoke testing on the sewer pipes. All in Favor. Motion Carried. Burres made a motion for adjournment of the meeting at 6:56 pm seconded by Sargent. All in Favor. Motion carried.
