NOTICE is hereby given that a public hearing will be held on the following Ordinance, Tuesday, August 11, 2026 at 6:00 p.m., in the Council Chamber at Monroe City Hall:

The following
Ordinance was introduced:
AN ORDINANCE DECLARING CERTAIN IMMOVABLE PROPERTY LOCATED AT 911 ORANGE STREET, MONROE, LOUISIANA, TO BE NO LONGER NEEDED FOR A PUBLIC PURPOSE OR PUBLIC USE, AUTHORIZING THE SALE OF SAID PROPERTY TO ETA DELTA LAMBDA CHAPTER ALPHA PHI ALPHA FRATERNITY EDUCATIONAL FOUNDATION, INC. PURSUANT TO LOUISIANA REVISED STATUTE 33:4712, AND OTHERWISE PROVIDING WITH RESPECT THERETO.

WHEREAS, ETA DELTA LAMBDA CHAPTER ALPHA PHI ALPHA FRATERNITY EDUCATIONAL FOUNDATION, INC. has offered to purchase certain immovable property owned by the City of Monroe located at 911 Orange Street, Monroe, Louisiana, which is more particularly described as

including any improvements thereon;
WHEREAS, the proposed purchase price is Twenty-Three Thousand and No/100 ($23,000.00) Dollars, consisting of the appraised fair market value of Twenty Thousand and No/100 ($20,000.00) Dollars, as established by an appraisal prepared by Julie A. Odom, Commercial Real Estate Appraiser, dated May 28, 2026, together with reimbursement of the City’s appraisal, document preparation, recording, and related transaction costs;
WHEREAS, the City Council finds that the proposed purchase price represents fair and adequate consideration for the property and that the proposed sale is in the best interests of the City of Monroe; and
WHEREAS, the City Council further finds that the immovable property described herein is no longer needed for a public purpose or public use.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the City Council hereby finds and declares that the immovable property located at 911 Orange Street, Monroe, Louisiana is no longer needed for a public purpose or public use and that its sale is in the best interests of the City of Monroe;
BE IT FURTHER ORDAINED that the Mayor of the City of Monroe is hereby authorized to sell, for cash, the above-described immovable property to ETA DELTA LAMBDA CHAPTER ALPHA PHI ALPHA FRATERNITY EDUCATIONAL FOUNDATION, INC. for the consideration set forth herein and upon such terms and conditions as are consistent with this Ordinance and applicable law;
BE IT FURTHER ORDAINED that the Mayor, or his designee, is hereby authorized to execute the act of sale and any affidavits, certificates, closing statements, or other ancillary documents necessary or appropriate to consummate the transaction on behalf of the City of Monroe;
BE IT FURTHER ORDAINED that, in accordance with Louisiana Revised Statute 33:4712, prior to the final adoption of this Ordinance, notice of the proposed sale shall be published in the official journal three (3) times within fifteen (15) days, one week apart, and any opposition thereto shall be made in writing and filed with the Clerk of the Council within fifteen (15) days after the first publication; and
BE IT FURTHER ORDAINED that, upon satisfaction of all requirements of Louisiana Revised Statute 33:4712 and all other applicable provisions of law, the Mayor is authorized to take such additional actions as are necessary to complete the sale of the property in accordance with applicable law.
