NOTICE OF INTENT TO REISSUE A HAZARDOUS WASTE MANAGEMENT PERMIT TO SAFTEY-KLEEN SYSTEMS, INC. The Tennessee Department of Environment and Conservation (TDEC) Division of Land Protection (DLP)- Waste Management Branch (WBM), has tentatively decided to reissue a hazardous waste storage permit to Safety-Kleen Systems, Inc. (SKS). The SKS (EPA ID TND981474125) is located in Davidson County at 215 Whitsett RD, Nashville, TN 38210. The facility submitted their Part A and Part B renewal applications on June 4, 2024, with subsequent revisions dated March 3, 2025, and January 26, 2026, thus enabling the facility to continue to operate under the current permit until the new permit is issued or denied. As part of the pre-application process, SKS conducted a pre-application public meeting on May 6, 2024, as announced in the March 28, 2024, edition of The Tennessean newspaper and a radio announcement on March 28, 2024, iHeart Media. There were no attendees from the public at the meeting. No oral or written comments were received. SKS activities include permitted waste management operations within two container storage areas, a tank storage area, and a miscellaneous unit. Under the renewed permit, the hazardous waste stored in these units include petroleum naphtha parts washer solvent, aqueous solvent, immersion cleaner, dry cleaning waste, and paint waste collected from customers or generated on-site. The renewed permit will allow the facility to store a maximum quantity of 15,227.4 gallons in an aboveground storage tank, 6,912 gallons in the Service Center Warehouse (CSA 1), 2,184 gallons in the Flammable Material Storage Shelter (CSA 2), and 750 gallons in a miscellaneous unit (Return and Fill Station. The permit renewal application provides information on all solid waste management units (SWMUs) and areas of concern (AOCs) at the facility, including previous or ongoing investigations or corrective actions for all releases of hazardous wastes or hazardous constituents. The conditions of this permit will require that any future and existing SWMUs or AOCs be evaluated for potential releases and remediation, as necessary. Based on the review of the application and as authorized pursuant to Tennessee Rule 0400-12-01-.07(7), DLP has determined the application to be complete and has prepared a draft permit. The DLP proposes to issue the permit under the authority of the Tennessee Hazardous Waste Management Act of 1977, as amended, Tennessee Code Annotated, Section 68-212-101 et seq., and Rule Chapter 0400-12-01, Hazardous Waste Management. In accordance with Rule 0400-12- 01-.07(7)(e), this notice requires a 45-day comment period, beginning on the date of this publication, and ending Friday, September 4, 2026. A fact sheet has been prepared that provides additional information about the site and the proposed permit. Pending consideration of any contrary information received, it is the present intent of the DLP to issue this permit. A copy of the draft permit and fact sheet are available for public inspection at the available for public inspection at Nashville Public Library Thompson Lane Branch located at 380 Thompson Lane, Nashville, TN 37211 (615) 862-5873, and the DLP Central Office located at the Davy Crockett Tower 7th Floor; 500 James Robertson Parkway; Nashville, TN 37243 (615) 532-0780 and at the TDEC Nashville Environmental Field Office, 711 R.S. A public hearing is scheduled for Tuesday, August 25, 2026, to provide an additional opportunity for public comments. The public hearing will be held at the Coleman Regional Community Center located at 384 Thompson LN, Nashville, TN 37211, as well as via video teleconference. Information on how to join online is provided below. An information session will be held from 6:30 p.m. to 7:00 p.m. CDT for the public to inspect and discuss the permit application, draft permit, fact sheet, plans, and other materials with representatives of SKS and DLP. The formal hearing will begin at 7:00 p.m., CDT with a presentation from the DLP on the tentative decision to issue the permit followed by a presentation by SKS describing the activities at the facility. After the presentations, the DLP will receive oral comments on the draft permit from the public that will be recorded. The public may submit written comments at the meeting. Those who wish to join the public hearing virtually will be able to view maps, pictures, and other content that will be shared. Information regarding how to join by computer will be posted to the website at least three (3) days prior to the public hearing. Comments must be received by 4:30 p.m. Friday, September 4, 2026, to assure consideration. After considering all comments, the DLP will make a final decision to either issue or deny the permit. Notice will be given to the applicant and each person who has submitted written comments or requested notice of the final decision. At the time a final decision is issued, a Response to Comments document addressing all significant input received on the draft permit will be made available to the public. The final decision shall become effective upon signing by the Director of the DLP. The draft renewal permit will allow the facility to continue for ten (10) years.
