INVITATION TO BID HQS INSPECTION SERVICES  In accordance with Federal Procurement Procedures, the White Plains Housing Authority seeks proposals for a Certified Housing Quality Standard Inspector with its Section 8 Program, effective October 1, 2026, for a one-year period with an option for a second year if accepted by the White Plains Housing Authority. The HQS Contractor and/or inspectors performing services for the HQS Contractor must maintain the necessary skills and judgement to perform all the duties and responsibilities customarily associated with performing HQS inspections and documenting such inspections. All inspectors must have Housing Quality Standard certifications, National Standards for the Physical Inspection of Real Estate (NSPIRE) certification, a valid driver’s license, and the use of an automobile for work purposes. Interested parties are invited to obtain a description of the proposed scope of professional services by contacting the White Plains Housing Authority Management office located at 223 Dr. Martin Luther King Jr. Blvd., White Plains NY 10601, Tel. #914-949-6462, between the hours of 8:30 a.m. to 3:30 p.m. beginning July 20, 2026, Proposals must be submitted no later than 3:30 p.m. on Tuesday, August 18, 2026 at the White Plains Housing Authority Management office. Proposals must be enclosed in a Sealed Envelope Marked, “ATTENTION: NaCole Newton, Section 8 Administrator - Bid for HQS Inspection Services.” The White Plains Housing Authority reserves the right to reject bids for any reason or to waive any formalities in the bidding process.
