Notice of Receipt of Safety-Kleen systems, inc. HAZARDOUS WASTE MANAGEMENT PERMIT RENEWAL APPLICATION The Tennessee Department of Environment and Conservation (TDEC) Division of Land Protection (DLP)- Waste Management Branch (WMB) received a Part A and Part B hazardous waste management permit application from Safety-Kleen Systems, Inc. for the renewal of the current hazardous waste permit (TNHW-166). This facility (EPA ID TND987777695) is located at 6617 Pleasant Ridge Road, Knoxville, Tennessee 37921, in Knox County. The current permit,TNHW-166, was issued on September 8, 2016, and was effective for ten years. The current permit allows Safety-Kleen Systems, Inc. to store a maximum of 6,912 gallons of hazardous waste in containers, 20,000 gallons in hazardous waste storage tanks, and a 375-gallon return and fill wet dumpster. The current permit also requires the permittee to perform corrective action conditions for the Solid Waste Management Units (SWMUs) and Areas of Concern (AOC) that are included as part of the permit. The conditions of the permit require that any future and existing SWMUs or AOCs be evaluated for potential releases, and remediation, as necessary. The conditions require notification of imminent hazards, and when applicable, compliance with the requirements developed under land disposal restrictions and organic emission standards. The permit application has been prepared to reflect Safety-Kleen Systems, Inc's intent to permit one container storage area with a total storage capacity of 6,912-gallons; one 20,000-gallon aboveground storage tank; and one return and fill wet dumpster with a capacity of 375-gallons. The facility submitted their Part A and Part B renewal applications on March 12, 2026, thus enabling the facility to continue to operate under the current permit until the new permit is issued or denied. As part of the pre-application process, Safety-Kleen Systems, Inc. conducted a pre-application public meeting on March 10, 2026, as announced in the February 9, 2026, edition of the Knoxville News Sentinel and a radio announcement on February 9, 2026, 105.3 WFIV-FM. There were no members from the public at the March 10, 2026, meeting. No written comments were received during the comment period. As set forth in the Regulations, a complete permit application, consisting of a Part A and a Part B, must include certain text, drawings, and other information adequate to demonstrate that the facility will comply with the various technical and administrative standards applicable to such a facility. Evaluation of the renewal application involves an in-depth review of the application materials by DLP staff and subsequent correspondence between DLP and the facility, identifying and correcting any deficiencies in the submitted information. Once DLP determines the application is complete, a notice of intent to issue and draft permit or a notice of intent to deny the permit will be published. The public will have a minimum of 45 days to submit written comments on the draft permit/proposed action. A public hearing, if requested, may also be held to receive public comments within this public comment period. After considering the public comments received and making any appropriate revisions, the DLP director will issue a final permit decision to either issue a final permit or terminate the existing permit, including a "Response to Comments".
