NOTICE OF PUBLIC HEARING PLEASE TAKE NOTICE that on the Application (Application # PB2026-10) of Aqua New Jersey, Inc. (the "Applicant"), the Joint Land Use Board of the Township of Woolwich (the "JLUB") will conduct a public hearing on Thursday, August 6, 2026, commencing at 7:00PM, at the Woolwich Township Municipal Building, 120 Village Green Drive, Woolwich Township, New Jersey 08085 to consider a request for Preliminary Major Site Plan Approval, Final Major Site Plan Approval, Bulk Variance Approval and Design Waiver Approval to allow for the development of the Woolwich Well #3 Water Treatment Plant. The Woolwich Well #3 Water Treatment Plant will consist of a water well and a 6,400 +/- square-foot water treatment building, along with associated site improvements on land located at 108 Garwin Road, Woolwich Township, Gloucester County, adjacent to the corner of New Jersey State Highway Route 322 and Garwin Road, and more particularly known as Block 15, Lot 3 on the Official Woolwich Township Tax Maps (the "Property"). The proposed Property development includes construction of a water well and water treatment plant building that will provide an additional water source for the Aqua Woolwich water utility system, together with associated site improvements including paved driveway access, internal circulation, loading area, fencing, landscaping, lighting, utility infrastructure, and a small-scale infiltration basin for stormwater management. The Property is located in the Corridor Commercial (CC) Zone and the Kings Landing Redevelopment Area, subject to the Amended Kings Landing Redevelopment Plan zoning criteria. In addition to Preliminary Major Site Plan Approval and Final Major Site Plan Approval, Applicant requests that the JLUB please grant Approval of the following Bulk Variances and Design Waivers: Waiver from berm requirement within required buffers adjacent to residential uses (§149-52B). Existing non-conforming driveway existing on Route 322 (§203-137E.(3)(b)); A proposed parking and driveway layout that does not include porous pavement, where porous pavement is required (§203-137G(2)(b)); A proposed curb design consisting of standard concrete curb, where Belgian block curbing is required (§203-137G(2)(c)); Proposed driveways constructed of standard asphalt pavement, where driveways are required to be constructed of colored asphalt, scored concrete, decorative paving blocks, or porous pavement (§203-137G(2)(d)); A proposed sidewalk set along the proposed building, where the front of the building is required to be set back from the sidewalk (§203-137J(9)(a)); A proposed fence within the required front yard having a height of six (6) feet, where the maximum permitted edge height in the front yard is three and one-half (3½) feet (§203-137J(12)(b)); A proposed front yard buffer having a width of fifteen (15) feet, where a minimum front yard buffer width of thirty (30) feet is required (§203-137J(12)(f)); A proposed side yard buffer having a width of twenty and seven-tenths (20.7) feet, where a minimum side yard buffer width of thirty (30) feet is required (§203-137J(12)(g)); A proposed rear yard buffer having a width of thirty-four and fifty-five hundredths (34.55) feet, where a minimum rear yard buffer width of fifty (50) feet is required (§203-137J(12)(h)); A proposed buffer adjacent to residential neighborhoods having a width of thirty-four and fifty-five hundredths (34.55) feet, where a minimum seventy-five (75) foot buffer is required (§203-137J(12)(i)); A proposed development that does not include a multipurpose path within a required buffer, where a multipurpose path within the buffer is required (§203-137J(13)(a)); A proposed parking court that does not include a pedestrian system defined by textured pavement, where a pedestrian system within the parking court defined by textured pavement is required (§203-137J(13)(b)); A proposed sidewalk adjacent to the building having a width of five (5) feet, where a minimum ten (10) foot wide sidewalk adjacent to buildings is required (§203-137J(13)(c)); A proposed landscape buffer adjacent to Block 18, Lot 1 having a width of fifteen (15) feet, where a planted buffer seventy-five (75) feet in width is required when a nonresidential use is developed contiguous to a residential district or use (§203-69B(3)(a)); Proposed improvements located within a buffer or screen area, where no structure, activity, storage of materials or parking of vehicles is permitted within a buffer or screen area (§203-69C(2)); A proposed driveway on NJSH Route 322 located one hundred thirty-two and twenty hundredths (132.20) feet from the center line of the intersection of NJSH Route 322 and Garwin Road, where all driveways to any public street or highway are required to be located at least two hundred (200) feet from the center line of the intersection of any two street lines (§203-81b(9)(a)); Proposed driveway openings on NJSH Route 322 and Garwin Road having widths of eighty-one and seven-tenths (81.7) feet and seventy and three-tenths (70.3) feet, respectively, where driveway openings are required to be a minimum of twenty-four (24) feet and no more than thirty-four (34) feet (§203-81b(11)); A proposed loading area located within the required Garwin Road front yard, where no part of any loading or unloading space shall be located in any required front yard (§203-82B(2)); and A proposed building façade that does not provide the required façade plantings along the sides of buildings facing parking lots and street rights-of-way, where façade plantings are required to break up long stretches of façade and provide a more comfortable pedestrian environment (§203-68J(5)). During the course of review of the Application and/or presentation of the Application (Application # PB2026-10) it is possible that additional approvals, variances, submission waivers, design waivers, interpretations, and/or other exceptions from the requirements of the Woolwich Township Zoning Code and / or the Amended Kings Landing Redevelopment Plan may be identified or deemed to be necessary to permit Approval of the Application as submitted, or with such changes as may be requested or accepted by the JLUB. At the same time, the Applicant will also request that the JLUB grant any and all approvals, submission waivers, design waivers, variances, exceptions, interpretations and / or any other relief necessary to allow the development of the Property as proposed by the Applicant. Any person interested in the Application (Application # PB2026-10) may appear, whether in person or by attorney, and present any support or objection which they may have to the granting of the relief sought by the Applicant. ACTION WILL BE TAKEN AT THIS MEETING. THIS MEETING WILL BE HELD IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT pursuant to N.J.S.A. 10:4-8(b). The JLUB may at its discretion, adjourn, postpone, or continue this hearing from time to time, and you are hereby notified that you should make diligent inquiry of the JLUB Secretary concerning any such adjournments, postponements, or continuations. Copies of the Application (Application # PB2026-10), plans, reports, correspondence, and supporting documentation are on file with the Woolwich Township Joint Land Use Board Secretary, Shannon Kilpatrick, in the Woolwich Township Municipal Building located at 120 Village Green Drive, Woolwich Township, New Jersey 08085, and are available for public inspection and public review during normal business hours for the Woolwich Township Municipal Building (Monday through Thursday 8am to 5pm, and Friday 8am to 12pm, excluding holidays).
