Edward Waters University ("University") is soliciting proposals from qualified firms to provide services for the above-referenced project. The proposals must be clearly labeled using the project name and number.
Project Description
Edward Waters University is embarking upon the development of a community walking trail. The selected proposer will provide a comprehensive and complete turn-key design and construction solution for this project.
Proposal Due Date and Submission
Proposals will be received by the University by 11:00 a.m. Eastern Time (ET) on Thursday, July 30, 2026. Proposals received after the deadline established will not be considered.

Pre-Proposal Conference
A non-mandatory Pre-Proposal Conference will be held for prospective proposers on:

Although attendance is not mandatory, participation is strongly encouraged. The conference will provide prospective proposers with an opportunity to review the project requirements, ask questions, and obtain clarifications regarding the solicitation.
Minimum Qualifications
To be considered responsive, proposers shall meet the following minimum qualifications:
• Hold all licenses required by the Florida Construction Industry Licensing Board (CILB) under the Florida Department of Business and Professional Regulation (DBPR) necessary to perform the work described in this solicitation.
• Be authorized to conduct business in the State of Florida.
• Demonstrate the ability to obtain and furnish Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the contract value, issued by a surety company authorized to transact business in the State of Florida.
• Provide evidence of bonding capacity from a licensed surety at the time of proposal submission.
Reservation of Rights
Edward Waters University reserves the right to:
• Reject any or all proposals.
• Waive minor informalities, irregularities, or technicalities in any proposal received.
• Request clarification or additional information from any proposer.
• Cancel, postpone, or reissue this solicitation, in whole or in part, if determined to be in the best interest of the University; and
• Withhold award and accept any proposal for a period of up to forty-five (45) calendar days following the proposal’s due date.
The University reserves the right to award a contract in a manner determined to be in its best interest and reserves all rights permitted under applicable law and University procurement policies.

Questions Regarding this Solicitation
Responses to questions and all addenda issued by the University shall become part of the solicitation documents and shall be binding upon all prospective proposers. It shall be the responsibility of each proposer to ensure that it has received and acknowledged all addenda issued prior to the proposal submission deadline.
A written summary of questions raised during the pre-proposal conference, together with the University's responses, will be issued by addendum and distributed to all prospective proposers to ensure that all participants receive the same information.
