NOTICE OF DECISION
PLEASE TAKE NOTICE that, upon the Application (Application 2025-25) of ActiveRWHA Property LLC, the Joint Land Use Board for the Township of Harrison (the "JLUB") on December 18, 2025, granted Preliminary Major Subdivision Approval, Final Major Subdivision Approval, and Bulk Variance Approval and, on July 16, 2026, adopted Resolution No. 33-2026 memorializing those Approvals to allow for the proposed development of the Phase 3 portion ("Phase 3") of the Richwood General Development Plan (the "Richwood GDP" or the "GDP").
On September 5, 2024, the JLUB granted Approval of a General Development Plan and, on October 17, 2024, adopted Resolution No. 32-2024 memorializing that Approval to allow for the development of the proposed Richwood GDP consisting of a mix of commercial, residential, and industrial uses to be constructed in at least five (5) development phases.
The Richwood GDP includes four (4) area quadrants: Northeast, Southeast, Southwest, and Northwest, encompassing 463.33 +/- acres of land located within the Interior Richwood Redevelopment Plan Area and more particularly known as Block 2, Lots 1, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 (including former Lots 16 & 17); Block 3, Lots 1, 2 (including former Lot 3), 32, 33; Block 22, Lots 4, 5, 6, 7, 8, 9, 10, 11, 11.01, 11.02, 12, 13, 13.01, 16; Block 23, Lots 1, 1.01; Block 24, Lots 2.01, 3, 6, 7, 8, 9; Block 24.01, Lot 1; Block 25, Lots 1, 2, 8, 10; and Block 30, Lot 1 on the Official Township of Harrison Tax Maps.
The proposed development of the Richwood GDP Phase 3 will consists of 117 single-family residential lots, six (6) open space lots, and one (1) pump station lot and related improvements involving 93.809 +/- acres located within the Interior Richwood Redevelopment Plan Area, in the Richwood GDP Southwest quadrant, south of the Clems Run Stream corridor, between Richwood Road (Gloucester County Route 609) and Richwood-Aura Road aka Aura Road (Gloucester County Route 667) and more particularly known as Block 3, Lots 2 & 32 as depicted on the Official Harrison Township Tax Maps (the "Property").
The JLUB granted Bulk Variance Approval to provide relief: (i) to a six foot tall black vinyl clad fence around a sanitary sewer pump station where §113-8E of the Harrison Township Code prohibits front yard fences and limits fence height to no more than 48 inches; (ii) from providing street trees at an average of 50 feet on-center along a portion of the northern side of proposed Shea Drive due to a proposed water main easement, where street trees averaging 50 feet on-center are otherwise required by §3.2(e)(4)(ii) of the 2024 Interior Richwood Redevelopment Plan; and (iii) to allow a stormwater management basin on a 10,793+/- square-foot lot where a minimum lot size of 15,000 square feet is otherwise required by §225-12.1(C)(2) of the Harrison Township Code.
Copies of the JLUB Resolution No. 33-2026, JLUB determinations, the Application (Application No. 2025-25), plans, reports, correspondence, and supporting documentation are on file in the Harrison Township Joint Land Use Board Office, and with the Harrison Township Joint Land Use Board Secretary, in the Harrison Township Municipal Building, located at 114 Bridgeton Pike, Mullica Hill, New Jersey 08062 and are available for public inspection and public review during the Harrison Township Municipal Building regular business hours (Monday through Friday, 8:00 a.m. to 4:00 p.m. – excluding holidays).
