Public Notice
On April 28, 2026, Van Keuren, LLC. ("Van Keuren") held a public hearing in accordance with N.J.A.C. 7:1C-4.2 for the purpose of providing information to the community and receiving oral and written comments on the Environmental Justice Impact Statement ("EJIS") prepared for the proposed Solid Waste Transfer Station/Materials Recovery Facility ("TS/MRF") under EJ Project ID No. 35021391. The proposed TS/MRF was approved by the New Jersey Sports and Exposition Authority ("NJSEA") for inclusion in the Hackensack Meadowlands District Solid Waste Management Plan ("SWMP") on March 12, 2015.
Van Keuren will hold a second public hearing on August 20, 2026, beginning at 6:00 p.m., at Saint Ann's Church, 291 St. Pauls Avenue, Jersey City, New Jersey 07306. This notice is also being published in The New Jersey Herald on July 24, 2026.
The public comment period, which began on March 27, 2026, will remain open for 30 days following the August 20, 2026, public hearing, during which time members of the public may submit written comments regarding the EJIS and the proposed facility.

Van Keuren has filed a Solid Waste Facility Application (SW PI 861975, No. TRP240001) seeking authorization to operate a TS/MRF with a proposed processing capacity of up to 750 tons per day (TPD). The proposed facility would be authorized to accept NJDEP Type 10, 13, 13C, 23, 25, and 27 solid wastes Monday through Saturday. Proposed operations include acceptance of incoming materials between 6:00 a.m. and 6:00 p.m., with waste processing throughout the day from 6:00 a.m. and 10:00 p.m. Loaded removal of the previous day's residue are shipped between 4:00 a.m. and 6:00 a.m. the following day. The facility will recover recyclable materials, including cardboard, metal, concrete, and wood.
An Air Permit Application (Air PI 14078, PCP240001) seeking authorization to construct and operate an air pollution control system to control dust and odors has also been submitted and is addressed as part of the EJIS.
The proposed facility is located within a designated overburdened community, as defined under the State's Environmental Justice Rules (N.J.A.C. 7:1C). Accordingly, Van Keuren was required to prepare an EJIS containing the information required by N.J.A.C. 7:1C-3.2.
The identified environmental and public health stressor total for Census Block Group 340170069001 is nineteen (19) out of the twenty-six (26) stressors recognized by the Department. The EJIS concludes that facility permitting and operation are not expected to adversely affect fifteen (15) of the nineteen (19) identified stressors. Four (4) stressors—Ground-Level Ozone (three-year average days above the standard), Traffic from Heavy-Duty Trucks, Solid Waste Facilities (sites per square mile), and Permitted Air Sites—may increase with facility permitting and operation.
