CONTRACT NO. 25-WTP1 (REBID)
WATER TREATMENT PLANT IMPROVEMENTS -
GENERAL, MECHANICAL AND ELECTRICAL CONSTRUCTION
The scope of work includes the site preparation and construction of site piping, chlorine contact, distribution pumping, SCADA system improvements, and chlorination treatment system in a proposed pre-engineered metal building (complete) with exterior bolted steel water storage tank for a proposed water treatment plant. Work includes, but is not necessarily limited to, excavation, erosion and sedimentation controls, exterior underground piping, concrete walls/floors/foundations, internal plumbing, internal pipe fitting, concrete foundations, temporary and permanent power, building electrical, HVAC system, temporary and permanent fencing, painting, paving and performing all work necessary to complete all work in accordance with the Contract Documents. Contract includes all General, Mechanical, Plumbing and Electrical work required for the job, complete.
CONTRACT NO. 26-W1
WELL CLEANING
The scope of work includes the cleaning/rehabilitation of two (2) existing municipal, and grouting of one (1) abandoned well. Work includes, but is not necessarily limited to, grouting the existing abandoned well; chemical well cleaning, replacement of well drop piping and valves, electrical upgrades, and pump replacement, for the existing two (2) wells. Perform all work necessary to complete all work in accordance with the Contract Documents. Contract includes all General, Mechanical, Plumbing and Electrical work required for the job, complete.

Proposals must be upon the forms furnished by the Industry Borough Municipal Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority, Borough or Township to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The project is being financed by the Commonwealth of Pennsylvania through the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the loan / grant including but not limited to Disadvantaged Business Enterprise solicitation requirements, Build America Buy America Act, Davis Bacon Wage Rates, and American Iron and Steel Act.
This project is being federally funded by EPA financial assistance dollars through PENNVEST and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246, 11625, 12138, 12432, 11375. and EPA Regulations at 40 CFR Part 33.
The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for One Hundred Twenty (120) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Federal Davis Bacon Wage Rates, and The Public Works Employment Verification Act (July 2012) apply.
The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246 and 11375.
