Byrnes Jr. applied to the Planning Board seeking (1) Definitive Site Plan Review and (2) a Special Permit for Inclusionary Zoning Incentives to modify loading, parking, dimensional, landscaping, and layout requirements (Article VII, Section 6.A.ii.b.) under the requirements of the City of Worcester Zoning Ordinance.
