ENGINEERING SERVICES
The City of Glendale is seeking three to five qualified consulting firms, or teams (Consultants), to provide general transportation study services for selected transportation needs. Interested Consultants must have the ability to demonstrate their qualifications and experience in various transportation studies.
PROJECT DESCRIPTION
The City’s Transportation Department is continuously working to improve and maintain its roadway network to ensure safe and efficient travel for all Glendale residents and visitors alike. A strong network of streets is beneficial to everyone at the regional and local level for connectivity, safety, and economic growth. The City’s Transportation Department offers a variety of services, from pavement management and bus transit to street repairs and traffic enforcement. The City also manages several different transportation programs, including a pavement management project, safety action plans and several others.
The Consultants’ contract period will be for an initial term of three (3) years with an option to renew two (2) one-year extensions for a maximum duration of five (5) years. The option to extend will be exercised based on the Consultant’s successful performance, needs of the City and the mutual agreement of both parties. During the term of the contract, work shall be conducted through a series of individual purchase orders.
The purpose of this Request for Qualifications (RFQ) is to solicit responses from qualified Consultants interested in providing professional Transportation study services.
SCOPE OF WORK
The Consultants will work closely with the City Transportation Department, and other City departments and regulatory agencies, as needed. The City will utilize the Consultants for various transportation studies including, but not limited to, assessments, planning and management, and design and cost estimating. The Consultants, if requested by the City, may also be required to make presentations, conduct public meetings and other related public involvement activities.
PRE-SUBMITTAL CONFERENCE
A pre-submittal conference will be held on Wednesday, August 5, 2026, at 3:00 p.m. The meeting will be held virtually on Microsoft Teams, Meeting ID: 259 128 261 718 843, Passcode: xM264Ya6. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference, it is recommended that interested firms have a representative attend.

Questions pertaining to the RFQ, or selection process should be directed in writing to the Engineering Department by email to EngineeringDept@glendaleaz.com.
The RFQ submittal due date is August 20, 2026, no later than 2:00 p.m. Proposals must be submitted through the Vendor Self Service site.
