Notice to Bidders
Copies of the Instructions to Bidders, the Specifications, and all necessary bid forms may be obtained from the Monroe County Highway Department or the Monroe County Legal Department.
MONROE COUNTY HIGHWAY DEPARTMENT
2026 MONROE COUNTY PAVING PROGRAM-
Stanford Road and Fry Road
(Individual road segments are listed in the bid documents and will be awarded as individual projects)
Bidder shall provide cost to furnish the asphalt mix complete laid in place for resurfacing, including all materials, milling, paving and compaction equipment, labor, supervision, and trucking.
All Bids must be accompanied by (1) certified check, or (2) a bid bond payable to the Monroe County Treasurer, in an amount equal to ten percent (10%) of the total amount of the bid. The certified checks and bonds of the unsuccessful bidders will be returned to them upon award of the contract to the successful bidder. All bids must include Contractor’s Bid for Public Work - Form 96.
The Owner reserves the right to accept or reject any Bid, or portion of the Bid, and to waive any irregularities in the bidding. All bids may be held for a period not to exceed 60 days, or as otherwise stated in the Contract Documents before awarding the contract.
All out-of-state corporations must have a certificate of authority to do business in the State. Application forms may be obtained by contacting the Secretary of State, State of Indiana, Statehouse, Indianapolis, Indiana 46204.
Bid date/time: Sealed bids will be received by the Monroe County Legal Department, 100 W. Kirkwood Avenue, Room 220, Bloomington, Indiana 47404, until 10:00 a.m. e.s.t., on August 20, 2026. Bids can be dropped off Monday thru Friday, 8:00 am to 4:00 pm. Bids will be opened and read aloud at 10:00 am at the Monroe County Board of Commissioners Regular Meeting in the Nat U. Hill Room, Courthouse, Bloomington, Indiana 47404. If you are unable to attend in person you can join the link on the county website.
