JXN Water, Inc (Owner) Located at 1054 Greymont Ave, Jackson, MS 39202 is requesting Bids for the construction of the following project:
JXN Water Small Diameter Pipe Replacement Project – 2311 & 2312 Broadmoor / Brown / Bell Court / Pleasant Cove / Brookside Areas.
Work includes, but is not limited to, installation of new 6-inch diameter water pipelines, abandonment of existing water pipelines, installation of new gate valves, fire hydrants, and water service lines. Work includes mobilization, inventory existing service line materials, traffic control, SWPPP, full street width mill and pavement replacement and surface restorations.
Sealed Bids for the construction of the Project will be received online at the PlanetBids portal or at the JXN Water office located at 1054 Greymont Ave, Jackson, MS - 39202, until Wednesday, September 2, 2026, at 2 PM local time. At that time the Bids received will be publicly opened and read

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
This contract is funded in whole or in part by funds as is established in the Safe Drinking Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this project must comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annoted, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
The contract time for the work included in this contract is 220 Calendar Days. The Contract will be subject to liquidated damages of one thousand five hundred ($1,500) per calendar day for each day in default after the stipulated completion date. The contract time will begin on the date specified in the written Notice to Proceed.
Each bidder must accompany with their Bid a Bid Bond in an amount equal to five percent (5%) of the total bid payable to JXN Water as bid security. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount awarded
Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective dated copy of their power of attorney. No prospective Contractor may withdraw his proposal within sixty (60) days after the actual date of opening thereof.
Each bidder shall write their Certificate of Responsibility number on the outside of the sealed envelope containing their proposal.

PRINTED COPITES OF THE PLANS AND PROPOSALS may be secured from Stantec’s office located at 2600 Lakeland Terrace Suite 200, Jackson, MS 39216. The cost is two-hundred dollars ($200.00) per copy of the plans & the proposal, non-refundable.
Bidding documents will also be posted on Mississippi Procurement Technical Assistance Program (MPTAP) website (https://msaexaccelerator.org) to notify WMBE vendors of the bid opportunity.
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Wednesday, August 19, 2026, at 2:00 pm at Stantec’s office located at 2600 Lakeland Terrace Suite 200, Jackson, MS 39216. Attendance at the pre-bid conference in-person is required. Each Bidder may bring a maximum of two (2) representatives.
