Notice to Bidders
Notice is hereby given that sealed proposals will be received by the Mayor and Council of the Borough of Oceanport, Monmouth County, New Jersey for HVAC, PLUMBING, & ELECTRICAL PORTIONS for Renovations and Improvements to the Existing Toilet Building located at Blackberry Bay Park, Port Au Peck Avenue, Oceanport, NJ. All bids will be publicly opened at Borough Hall, Borough Hall Address is 910 Oceanport Way, Oceanport, NJ 07757 and read beginning at 11:00 am on Thursday August 6, 2026. Bidders and/or their authorized agents, and the general public are invited to view the opening.
The scope of work of this contract includes Renovations and Improvements to the Existing Toilet Building located at Blackberry Bay Park, Port Au Peck Avenue, Oceanport, NJ. The project includes all work shown on the drawings and speci?ed herein. The project is further de?ned in General Requirements Section included in this bid package.
Proposals shall be delivered, either by mail, express delivery service, or dropped o? using the exterior drop box at Borough Hall, 910 Oceanport Way, Oceanport, NJ 07757, to the O?ce of the Borough Clerk on or before the 6th day of August 2026 no later than 11:00 a.m.
All Bids shall be submitted in sealed envelopes addressed to the Mayor and Council, c/o Borough Clerk, Borough of Oceanport. The envelope shall have marked conspicuously on its face on the top right-hand side in letters not less than one inch the word “Public Bid” followed immediately below those words in letters not less than one half inch high: “Renovations and Improvements to the Existing Toilet Building located at Blackberry Bay Park, Port Au Peck Avenue, Oceanport, NJ” and underneath that “To be received on August 6, 2026 at 11:00 am.”
All Bids delivered by mail or other postal service shall be addressed speci?cally to the Mayor and Council, Borough of Oceanport, Monmouth County, New Jersey and if delivered by a postal service shall be delivered to the o?ce of the Borough Clerk, Borough of Oceanport, NJ between the hours of 9:00 a.m. and 4:00 p.m. Monday thru Thursday prior to the time set forth for the opening of the Bid. Bidders Shall Label Package Clearly for HVAC Package, Plumbing Package, or Electrical Package.
The burden is upon the Bidder to comply speci?cally with the directions in the “Notice to Bidders.” The Bidders are put on notice that because of precautions resulting from terrorist threats; packages may be opened if directed to the wrong o?ce. Any Bid not delivered in the manner as set forth in this “Notice to Bidders” may be declared void. All bids must be submitted on forms for that purpose to be obtained from the Borough of Oceanport along with the speci?cations.
BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27. Bidders are required to comply with N.J.S.A. 52:32-44 (Business Registration Law) as more speci?cally set forth in bid speci?cations.
Bidders are required to comply with the requirements of the Local Public Contracts Law, the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq, the requirements of P. L. 1975, c.127, and N.J.S.A 10:5-31 et seq. and N.JA.C. 17:27-1.1 et seq., A?rmative Action, the requirements of N.J.S.A 40A:11-2.1, Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1), Disclosure of Investment Activities in Iran, and all requirements as set forth in the Instructions to Bidders.
It is the responsibility of each bidder to ensure that their bid is complete and presented to the Borough Clerk before the bid date and time. Bids will not be accepted or received by the Borough after the advertised bid date and time. (N.J.S.A. 18A:18A-21(b)).
The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Borough. The right is also reserved to increase or decrease the quantities speci?ed in the manner designated in the Speci?cations.
Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
