Introduced: July 21, 2026 Passed: July 21, 2026 First Publication: July 24, 2026 Second Publication: July 31, 2026   CHARTER ORDINANCE NO. 53   A CHARTER ORDINANCE REPEALING SECTIONS 19-1301 THROUGH 19-1304 OF ARTICLE XIII. STORM WATER UTILITY OF THE CODE OF THE CITY OF HUTCHINSON, KANSAS AS ESTABLISHED BY CHARTER ORDINANCE NUMBER 49 AND ORDINANCE NUMBER 2015-10.   NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF HUTCHINSON, KANSAS:   SECTION 1. Sections 19-1301 through 19-1304 of Article XIII. Storm Water Utility of the Code of the City of Hutchinson, Kansas is hereby repealed. SECTION 2. This Charter Ordinance shall be published once a week for two (2) consecutive weeks in the official City newspaper. SECTION 3. This is a Charter Ordinance and shall take effect Sixty-one (61) days after final publication, or on October 1, 2026, whichever date is later, unless a sufficient petition for a referendum is filed regarding a referendum to be held on this Ordinance as provided in Article 12, Section 5, Subdivision (c)(3) of the Constitution of the State of Kansas in which case this Ordinance shall become effective on October 1, 2026, or on the first day of the month following ap-proval by a majority of the electors voting thereon, which-ever date is later.   PASSED BY THE GOVERNING BODY, NOT LESS THAN TWO-THIRDS (2/3rd) OF THE MEMBERS-ELECT VOTING IN FAVOR THEREOF, this 21st day of July, 2026.   CITY OF HUTCHINSON   Scott Meggers, Mayor   ATTEST: Mary J.
